Description

This is a notice of intent to negotiate with the Bell-Boeing Joint Program Office on an other than full and open competitive basis for the Kits and Non Recurring Engineering (NRE) associated with the Block B retrofit of 9 Block A MV-22 aircraft. The Retrofit NRE and Kits shall be to the production configuration planned for a fully complete MV-22 Block B Aircraft. The Retrofit NRE and Kits will include improved Effectiveness and Suitability changes and other repairs as required to return aircraft to a flyable configuration. This effort shall be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Bell-Boeing, the original aircraft manufacturer and sole producer of the V-22 aircraft, is the only source possessing sufficient requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to perform these retrofit efforts.
