Description
This is a SOURCES SOUGHT NOTICE - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought solicitation. The OIC, NAVFAC Contracts is soliciting information from qualified 8(a), HUB Zone (HZ), Service Disabled Veteran Small Business (SDVOSB) or Small Business (SB) sources who possess the capability and experience to perform janitorial services at the Naval Ambulatory Care Center at the Naval Submarine Base New London, Groton, CT. The scope of work under this procurement will include all labor, materials, equipment, transportation, and supervision necessary to perform the work which includes pathological and contaminated waste isolation/disposal and infection control functions as required. The anticipated period of performance for this requirement is for a base period of one year with four one-year options, total duration not to exceed sixty (60) Months. The North American Industry Classification System (NAICS) Code is 561720 and the small business size standard is $14 Million. Respondents are requested to submit a Capability Statement that clearly addresses the following requirements: (1) The company has performed and completed two janitorial service contracts in a hospital facility in excess of $500,000 with the period beginning 1 November 2000 through 31 October 2005. (2) The Executive Housekeeper (EH) has successfully completed at least one of the following requirements and shall be substantiated with official copies of college transcripts and course completion certificates: (a) Bachelor of Science in Institutional Management or Business Administration from an accredited college or university (b) The National Housekeepers Association, Inc. (NEHA) approved training program. In addition, the EH, shall have at least three continuous years prior experience in health care facility housekeeping management within the period beginning 1 November 2000 through 31 October 2005 and has participated and successfully satisfied the requirements of a Joint Commission on Accreditation of Hospitals Survey (JCAH) during that three continuous year period. The capability statement must provide a summary of relevant experience and knowledge that addressees the entire scope of the work and shall not exceed 7 pages. The statement must include substantive current and/or recent past performance references that identify the contract number, customer, contract value, type of contract, period of performance, prime or subcontract, brief description of services, Contracting Officer?s Representative (COR) name, COR email, COR telephone, corporate information pertaining to the company name and address, corporate contact points, CAGE code and a copy of the current Central Contractor Registration (CCR) data. The Government must be notified of pending changes in small business status. The capability statements will be evaluated to determine if at least two 8(a), HZ, SDVOSB, or SB are capable of performing the proposed scope of work; Respondents will not be notified of the results. The rule regarding parity provides that achievement of small business prime contract targets may dictate order of precedence; Based on the responses received, the Contracting Officer reserves the right to determine the set-aside status. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by email to the point of contact identified below; no other method of transmittal will be accepted. Questions are to be submitted by COB December 2, 2005.
