- PROTESTANT DIRECTOR OF RELIGIOUS EDUCATION (PDRE) FOR THE PROTESTANT CHAPEL COMMUNITY AT THE U.S NAVAL ACADEMY In this statement of work, the provider of support for Protestant Director of Religious Education will be referred to as ?Provider.? Determination of selection of a Provider for this contract will be based on best value for the United States Government and an interview with the Protestant chaplain staff This position is considered a part time position consisting of twenty (20) hours per week. OUALIFICATIONS FOR PROVIDER: 1. Written evidence of having previously served as a Director of Religious Education for three (3) years. 2. Written evidence of having taught or directed Sunday School, adult education, youth ministry, campus ministry, retreat ministry, Vacation Bible School, and intergenerational ministry within the framework of a Protestant parish, church or chapel. 3. Requirements listed in paragraph 1 and 2 above may be waived if a candidate presents written evidence, accompanied by a letter(s) of recommendation, of having taught or directed Religious, Private or Public school education for three (3) years. 4. Written evidence of formal training in religious education. This training may have been in the form of seminars or church workshops. This requirement may be waived based on years of experience of teaching in, or coordinating, a religious education program accompanied by a letter(s) of recommendation. 5. Demonstrated proficiency in planning, coordinating, and carrying out a comprehensive religious education program. 6. Proficient in use of computerized word processing, spreadsheet and graphics programs. 7. Ability to use all common office equipment. 8. The ideal candidate will have prior experience facilitating, tcaching, mentoring or sponsoring midshipmen. TASK FOR PROVIDER REGARDING ORGANIZATIONAL STRUCTURE: 1. Provide services as Protestant Director of Religious Education for the period 1 October 2005 through 30 September 2006. 2. Development of a plan for FY 06 recruiting, training and implementing all aspects of religious education to include: Midshipmen Bible Studies, Sunday School, adult education, youth ministry, campus ministry, retreat ministry, Vacation Bible School, intergenerational ministry, Children?s Church, seminars and ecumenical religious education events. This plan will be submitted to the Command Chaplain via the Senior Protestant Chaplain as required. 3. Development of a recommendation for a comprehensive religious education program for the Protestant community to include proposed curriculum, required materials, facilities usage, personnel required, etc. This proposal is to be submitted in writing to the Command Chaplain via the Senior Protestant Chaplain by 1 June 2006 or as required for fiscal year 2007. 4. Specific responsibilities or requirements of the Protestant Director of Religious Education will include: a. To submit to the U. S. Naval Academy Point of Contact (USNA POC) or an authorized representative an itemized list of all supplies and materials for the FY-07 Protestant Religious Education Program by 1 June 2006 or as required. b. Receive, maintain, and account for all ordered supplies and materials from the COTR to be distributed to appropriate volunteers. e. Recruit and conduct teacher training/orientations for Protestant Religious Education Programs as needed. d. Coordinate religious education classes for high school through adult education. e. Coordinate Children?s Church program. f Contact prospective Sunday School and Bible Studies participants; maintains and update religious education registrations. Establish, maintain and manage internal communications among all PDRE teachers, assistants, other staff, participants and parents. g. Serve as an cx officio member of the Protestant Chapel Advisory Council and brief current status of Religious Education Programs. Attend weekly staff meetings of the Chaplain Center and other meetings as required. h. Prepare and submit announcements relating to religious education activities via electronic and printed media (e.g., posters, flyers, and worship bulletins) to encourage maximum participation in the program. i. Organize and coordinate all educational and social functions of the Protestant Religious Education Program j. The contractor will provide the COTR a comprehensive plan for the Protestant Religious Education Program for FY 07 by 1 June 2006. k. The contractor will have access to a telephone, computer, office equipment, and all required office supplies. facilities. I. The Chaplain Center will furnish all religious education supplies, equipment, and m. The contractor will provide and pay a satisfactory substitute when unable to provide services as outlined under this contract. The contractor is responsible for properly training the substitute. n. The contractor will meet quarterly with the COTR to review the religious education comprehensive plan and to discuss potential problems present of future. o. Invoices will be submitted by the contractor within 5 working days after the end of the month services are performed. p. Services will be performed on a day to day basis during the 12 month period of the contract. 5. This contract may be awarded based upon the contractor?s superior competence and previous experience in providing such a service. 6. This purchase order may be canceled without liability by either party by giving 30 days written notice.
