- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a Purchase Order to Arizona State University (ASU) under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this procurement is to secure expert services regarding the identification and implementation of cost-effective methods to reduce the urban heat island effect. This goal will be achieved through strategic use of vegetation, cool roofing materials, and cool pavements, while addressing the principles of sustainability. ASU's Sustainable Materials and Renewable Technologies (SMART) Program consists of a trans-disciplinary group of internationally recognized researchers and industrial partners and also plays a key role in one of only two urban programs within the National Science Foundation (NSF). Furthermore, ASU also has unequaled indoor and outdoor facilities including, but not limited to, an outdoor pavements laboratory; an Urban Climate, Energy, and Technology Lab; and a 3-D 270 degree Decision Theater. Due to the extraordinary research facilities, international recognition, detailed expertise and knowledge, ASU is uniquely qualified to perform this requirement. The period of performance for this order will be through December 31, 2007. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announcement may be considered. Responses to posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
