Description
The Department of Homeland Security, Science and Technology Directorate, Office of Systems Engineering and Development, Community Based Cyber Security (CBCS) Program, has a requirement on a sole-source basis, to build state and local preparedness for cyber security incidents through a comprehensive needs assessment, expert panel analysis, and technical assistance initiative combining the expertise and resources of relevant Federal agencies, state and local stakeholders, academia, and private sector representatives. To support this requirement, the Department of Homeland Security, Science and Technology Directorate, Office of Systems Engineering and Development, Community Based Cyber Security (CBCS) Program, intends to establish a Cost, No Fee contract with Eastern Kentucky University (EKU), Public Safety and Security Institute for Technology (PSITEC), 521 Lancaster Avenue Richmond, KY 40475. This contract will be awarded on the basis of 41 United States Code 253 (c) (1) ? only one responsible source and no other supplies or services will satisfy agency requirements. The CBCS Program is a jointly managed effort between Science and Technology Directorate and the DHS Office of Domestic Preparedness (ODP). EKU is the current project coordinator for the CBCS Program under the DHS ODP FY 2005 Homeland Security Preparedness Technical Assistance Program (HSPTAP). EKU has been awarded a grant from ODP to initiate the CBCS Program and satisfy ODP?s scope of technical requirements. Its continued role as the lead contractor in support of Science and Technology Directorate?s technical requirements is critical in order to allow DHS and the CBCS Program to leverage institutional knowledge and maintain coordinated operations. EKU is the only entity with the technical expertise, CBCS Program knowledge, and current team members to successfully meet the goals, milestones, and outcomes of the program. EKU is the current project coordinator for the CBCS Program in support of the DHS ODP under HSPTAP. EKU has been awarded a grant from ODP to initiate the CBCS Program and to satisfy ODP?s scope of technical requirements. In this capacity, EKU is solely responsible for the management of the CBCS needs assessment and expert panel analysis activities being conducted in the first two phases of this program and has a clear understanding of the tasks necessary to develop and provide the subsequent technical assistance services required under this contract. There are no other contractors that have this combination of technical experience and CBCS Program knowledge. In addition, EKU has already assembled a group of subcontractors and consultants to support the CBCS Program, including the Multi-State Information Sharing and Analysis Center (MS-ISAC); the CyberScience Laboratory (CSL) in Rome, New York; and G&H International Services. The team contains organizations and key individuals who have extensive experience/working relationships with key parties involved in the issue. This relationship is instrumental in the current success of this project by allowing EKU to obtain the necessary tools and information it requires to complete its deliverables. It is not programmatically/economically feasible for another Contractor to form a parallel team of subject matter experts to meet the Science and Technology Directorate?s technical requirements when the current team is in place. Furthermore, EKU is the only logical entity capable of satisfying the expanded requirements. Its continued role as the lead contractor in support of the Science and Technology Directorate?s technical requirements will allow DHS and CBCS Program to leverage the institutional knowledge and maintain coordinated operations. The transition of this program to another Contractor will increase programmatic risk, result in the loss of critical organization and individual participation, and degrade the final deliverable quality controls due to transition challenges between the three phases of the program.
