Description
The National Nuclear Security Administration (NNSA) intends to award a sole-source contract to TSA Systems, Ltd. for a requirement encompassing the deployment, installation, calibration, maintenance, and firmware upgrades for TSA monitors already purchased from TSA by NNSA. In accordance with the simplified acquisition procedures authorized in FAR Part 13.5, NNSA intends to award a two-year IDIQ, CPFF-type contract with three one-year options to TSA Systems, Ltd. to provide for the deployment, installation, calibration, maintenance, and firmware upgrades for TSA monitors. The NNSA requires firmware upgrades as necessary as deployment of monitors in foreign countries incease. The NNSA has determined that TSA is the only firm that can provide upgrades to TSA proprietary firmware. The North American Industry Classification System Code (NAICS) is 334519. The business size standard is 500 employees as defined in FAR 19.101. Firms who wish to challenge the sole-source determination of this acquisition must submit a letter of interest that demonstrates the firm's ability to provide the services described above. Interested parties must also provide a Statement of Capabilities and related rationale as to why they should be considered. All Statements must include the company name, mailing address, and company size. Information submitted in the Statement of Capability should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed, and, (2) Personnel: Name, professional qualifications and specific experience of personnel who may be assigned as project officer(s) and key personnel. The Statement of Capability shall be limited to 3 pages in addition to resumes and pertinent samples of documentation. This is an intent to award notice, therefore proposals shall not be submitted directly in response to this notice.
