- The National Institutes of Health (NIH), National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP), intends to procure a consultant to assist in the collaboration of the NIDA/IRP ? NIA IRP libraries, and to provide expertise for a successful transition. The North American Industry Classification System Code is 541611 and the business size standard is $6.0. The service to be performed: 1) Library- analyze the feasibility of combining the NIDA and NIA IEP library programs into a single program, including the merging of all library functions such as online card catalogs, journal and book collections, cost sharing, personnel issues, scope of service, management, document delivery issues, strategic growth plans and other pertinent areas involved in merger. 2) Management Analysis- Provide cost estimations and possible designs for the various forms of merger- one library, two separate libraries inhabiting the same space, a library that retains some individual services but works jointly in other areas. 3) Interior Design- Determine what can fit into the new space in terms of numbers of volumes, personnel and public areas. 4) Communication- Meet with all staff as necessary for input- librarians, architects, NIDA AND NIA IRP MANAGEMENT. Create a written report that lists findings, concerns and possible solutions (if applicable).The period of performance will be from January 1, 2006 thru June 1, 2006 approximately 100 hours. This procurement is 100% small business set-aside and will follow Simplified Acquisition Procedures in FAR Part 13.
