- STATEMENT OF WORK (SOW) FOR SUPPORT SERVICES TO U.S ARMY, EUROPE FOR PERSONNEL RECOVERY (PR) 30 Sept 2005 1.0 General. 1.1 Background. The USAREUR Deputy Chief of Staff, G-3 has responsibility under Headquarters, United States Army Europe for operations and planning functions for U.S. Army, Europe. The G-3 serves as the lead in developing and reviewing operational concepts for Army, Join t, and multinational operations as part of the component command of EUCOM. The G-3 monitors and reports on Army Europe current operations and readiness, and serves as the Army Component for EUCOM to focus Army assets in support of providing trained and re ady forces to the combatant commanders. The G-3 is the focal point for prioritization, integration, and synchronization of decisions for the Army Europe Warfighter. The G-3 also is the focal point for organization, integration, decision-making, and execu tion of the spectrum of activities encompassing requirement definition, force development, force integration, force structuring, combat developments, training developments, and resourcing for personnel recovery for this command. The Department of Defense (DoD) directed a review of DoD plans and policies regarding Personnel Recovery in October 1998, and in 1999 subsequently revised the DoD Directive (DODD) 2310.2 and the accompanying Instruction (DODI) 2310.3, formulated the Person nel Recovery Advisory Group (PRAG), the Personnel Recovery Technical Working Group (PRTWG), and the Personnel Recovery Response Cell (PRCC) during execution of Personnel Recovery missions, in order to coordinate DoD, agencies, regional Commander, Services, and Joint Staff, efforts and responsibilities. The Chairman of the Joint Chiefs of Staff revised his coordinating instruction (CJCSI) 3270.01 in 1999. Personnel Recovery (PR) is the umbrella term for operations focused on the task of recovering captured, missing, or isolated personnel from danger. PR is the sum of military, diplomatic, and civil efforts to effect the recovery and return of US military, DOD civilians, and DOD contractor personnel who are isolated or missing while participating in a US Government-sanctioned military activity or missions in an uncertain or hostile environment, or as determined by the Secretary of Defense. Recovery may occu r through military action, action by non-governmental organizations, other U.S. Government-approved actions, or through any combination of these, as described in DODD 2310.2. The mission includes reporting, locating, supporting, recovering, and returning isolated personnel to duty and their families. Personnel Recovery does not include hostage rescue or other counter-terrorist rescue missions, nor does it include non-combatant evacuation operations (NEO). With the 1999 revision of DODD 2310.02, SecDef, per DRID 29, tasked the Commander, Joint Forces Command (JFCOM) as the Executive Agent, responsible for all aspects of the Personnel Recovery mission, except policy oversight. The Defense Planning Guidance (DPG) for FY2002-2005 states that: A robust personnel recovery capability contributes directly to protecting the U.S. forces. DoD should continue to develop fully integrated personnel recovery architecture. To ensure that the DoD meets this goal, emphasis on PR must continue to increase thr oughout the force. DoD must broaden coordination among its components and establish and enhance cooperative ties with the interagency community on PR matters. The Services must provide the Commanders in Chief (CINCs) sufficient equipment and trained person nel to conduct PR operations effectively. The CINCs must include PR in their operational planning and joint training program and ensure adequate PR-capable personnel and equipment are available to support contingency plans. The DCS, G-3 assigned the Director, DAMO-OD with the responsibility for oversight of Service planning, preparation, and support responsibilities in accordance with cited DoD policy and to provide Army Staff representation to the Personnel Recovery working groups. The Army is currently staffing Army Personnel Recovery policy and an Army Repatriation Operations Plan (OPLAN) in accordance with DODD 231 0.2, DODI 2310.4, and CJCSI 3270.01A. The scope and infinite duration of this new mission for DAMO-OD requires additional manpower to serve as the Army Staff officers for Personnel Recovery planning, coordination, information gathering, and subject matter expertise. This function requires very specialize, in-depth expertise for routine coordination with OSD, the Joint Staff, Combatant Commands, Services, Army MACOMs and Components. USAREUR G-3 is a key component of the ongoing initiatives from JFCOM, HQDA, the Combatant Commands and the services in developing effective Personnel Recovery experts and training individuals and units in the proper procedures. USAREUR G-3 is the proponen t for training and equipping US Army Europe personnel to conduct PR operations effectively. 2.0 Scope. The contractor shall provide services for the office of the USAREUR G-3. The work area will be in G-3 Operations at USAREUR HQs. G-3 Operations will designate a military or civilian assigned to G3 Operations as the Personnel Recovery Office Chief to review and approve personnel recovery related correspondence, decisions, or USAREUR positions prepared by contract personnel. Personnel Recovery Office Chief will also be the COR. Contractor personnel will possess the appropriate security clear ance for the government offices they work in, as well as for handling the specific work assigned. Contractor will be required to obtain at least a Top Secret/SCI clearance. 3.0 Objectives. In General, to provide traditional staff support to the G-3, Operations Division, for policy planning, training support, and oversight of all USAREUR Personnel Recovery activities. Specifically, to provide advisory assistance and coordin ation services for Code of Conduct (CoC), Survival, Evasion, Resistance, Escape (SERE) education and training for service personnel and preparation and maintenance of USAREUR repatriation efforts in coordination with the USAREUR Command Surgeon office incl uding the policy formulation and operational release handling of recovered, returned and repatriated U.S. personnel. 4.0 Contract Type. Perform: Twelve month base year plus 4 option years, exercised at governments discretion. 5.0 Quality Control. The contractor shall provide a description of their Quality Control plan to the government. 6.0 Specific Tasks. 6.1 Task 1: General Support. The contractor shall provide; support to USAREUR G-3 by performing the functions of G-3 Operations point of contact (POC) and Subject Matter Expert (SME) for PR. Provide subject matter expertise on the Armys and USAREURs responsibilities, plans, and current operations related to the mission of Personnel Recovery; Utilize information technology to periodically update the library of information related to Personnel Recovery, especially of impacts on USAREUR (databases, electronic libraries, etc); Provide the training and coordinate for additional training assets as required and approved from the COR. Provide analyses, briefings and reports on current plans, policies, programs, technologies and acquisition efforts, U.S. Government policy guidance, OSD and Joint Staff guidance, and current DoD planning related to the general subject of Personnel Recovery, as required by the COTR, in the form of standard Army correspondence (Executive Sum maries, Information Papers, Memoranda, and briefings); Attend meetings, as approved and required by the COR; Through appropriate channels, alert the USAREURs leadership of any tasks for which USAREUR will be responsible; Inform the Operations Division Chief, G-3 of current issues that have an impact on USAREUR operations, training, and pla ns; Provide assistance in the preparation, evaluation, review, staffing and assist in virtual propagation of the Army Personnel Recovery Plan utilizing the governments resident information technology systems; Coordinate, develop, and assist in oversight of course control documents, curriculum, media presentations and video presentations utilized to accomplish course objectives; Provide coordination of additional training modules in support of the Armys S.E.R.E. schools and DOD regulations; Assist in managing and maintaining the internal quality control of instruction through evaluations and analyzing instruction; Provide subject matter expertise on the responsibilities, plans, tactics, techniques and procedures relative to all current training programs related to the mission of SERE, PR and Captivity Survival training; Provide analysis, briefings and reports on current training policies and areas requiring improvement based on U.S. Government policy guidance and current DoD Directives related to the general subject of SERE, PR and Captivity Survival; Be familiar with the DoD SERE regulations and Service SERE programs for high-risk DoD personnel; Provide specific guidance and instructional methodologies required in academic instruction and laboratory role-play to all personnel in support of SERE, PR and Captivity Training programs. 6.2 Task 2: Execute training for USAREUR units and personnel, Attend Conferences and Workshops, Contingency Support, Assist in the Development of Advanced Training Programs, Coordinate with Service Schools, Other Governmental Agencies, and Select Allied G overnments concerning current programs and training. ? The Contractor shall coordinate training issues and conduct training related to Survival, Evasion, Resistance, Escape, Personnel Recovery, and Captivity Survival with USJFCOM and the Joint Personnel Recovery Agency (JPRA), Service Schools, Other Go vernmental Agencies, and select allied governments with responsibilities for Wartime, Peacetime, and Hostage/Terrorist Survival, including JFCOM components of each regional command and USEUCOM; ? Attend conferences and workshops as approved by the COR. The products of these conferences and workshops, in the form of briefings, electronic libraries, notes, and after-action reports will be kept on file in the workspace provided in the G-3 Op erations PR Office. 6.3 Task 3: Repatriation Efforts. ? Assist USAREUR staff and EUCOM in compliance with DoD directives and Army procedures for Repatriation activities as the EUCOM executive agent. Coordinate with the following individuals and offices for repatriation activities LRMC, ERMC, IMA-E / 26th ASG, OCSURG and USAREUR staff as appropriate. Coordinate with the members of the repatriation team for contact with the repatriated personnel as required by EUCOM. 7. Place of Performance 7.1 Local Contractors work will be primarily on-site in the G-3 offices of USAREUR, currently in Heidelberg, Germany. 7.2 Long Distance Local travel will also include bi-monthly visits to other locations in Germany and Italy, as prescribed by the COR. Travel may include support of exercises throughout Europe and participation in conferences worldwide. For the purpose of supporting in per sonnel recovery activities, the Contractor shall be required to travel to other Army facilities as indicated under Contingent Travel Locations. Rental cars, airfare and other Joint Travel Regulations components will be authorized for each trip if requir ed and approved by the COR. The Contractor will employ per diem rates in accordance with government travel regulations in effect at the time of the trip. For the purpose of supporting Personnel Recovery Operations, the Contractor may be required to trave l to other locations to attend Personnel Recovery and other related conferences, workshops and demonstrations, both domesti c and international, at the discretion of COR. This travel will not exceed four CONUS trips each year. 8. Security The level of classified information access anticipated for the execution of this contract is unclassified through TOP SECRET/SCI. Contractor will normally operate in an open storage area up to SECRET level. 9. Government Furnished Property (GFP) and Government Furnished Information (GFI): USAREUR G-3 will provide the Contractor with timely access to government documents, as required to perform work. USAREUR G-3 will provide the Contractor with sufficient office space to accommodate the number of contractor personnel to serve on-site in the USAREUR HQs. The government will provide the workspace, computers, computer support, scanners, government local area network (LAN) access, telephones, and access to copy machines and fax machines to support these on-site personnel. The government shall provide, at no cost to the Contractor, access training courses applicable to the duties of an Action Officer, to include the Action Officer Training Course, Automated Message Handling System (AMHS), Defense Message System, local area network (LAN) new use r training as required to obtain a user name and logon identification to government computer systems, training courses; software utilization courses directly applicable to the software and software systems utilized by USAREUR G-3. The government shall pr ovide all contractor personnel with a USAREUR G-3 access badge (no escort required). 10. Other Program Requirements. 10.1 Period of Performance The period of performance will be a 12 month base year contract, plus 4 year contract option, exercised at government discretion. 10.2 Contingent Travel Locations. HQ, U.S. Army Europe, Germany HQ, 7th Army Training Command, Germany HQ, U.S. Army South, Ft Sam Houston, TX Ft. Leavenworth, KS Pentagon, VA JFCOM, Norfolk, VA SETAF, Italy Any other OCONUS location that becomes a major Code of Conduct/SERE education/training site or that involves directed exercises in support of USAREUR.
