Description
CONTACT Andrew Lennane, Electronics Engineer, (732) 532-1541. This is a sources sought notice to determine interested and capable sources for participation in an intended competitive source selection for Full Spectrum Electronic Counter Measure (ECM ) Antenna. Interested parties must be capable of designing and producing a wide band antenna to be used for Electronic Warfare (EW) purposes. The antenna must be fieldable, have a single and dual cable output, and operate over a wide frequency spectrum. In addition, it should maximize effectiveness through efficiencies and special radiation techniques. The antenna, while providing immediate and urgent coverage for US Coalition Force efforts in Operation Enduring Freedom (OEF) and Operation Iraqi Freed om (OIF), must also increase ECM system effectiveness, withstand a harsh warfighter environment, utilize conventional mounting locations and be simple to install. It is expected that the antenna will be deployed on tactical wheeled and tracked vehicles in addition to fixed site usage. The antenna will operate from 25 MHz to 6000 MHz with a gain of at least -7dBi from 25 MHz to 100 MHz and a gain of -3 dBi from 100 MHz to 6000 MHz. The antenna shall have an omni-directional azimuth pattern and have a down ward pointing elevation pattern. The Voltage Standing Wave Ration (VSWR) will be less than 3:1 below 100 MHz and less than 2:1 above 100 MHz and handle 100 W of power. The vendor will be required to deliver 20 foot armored Radio Frequency (RF) cables wit h the antenna. Antenna survivability is of utmost importance. The antenna must meet all Mil-Std-810F as well as be able to withstand an impact with a 6x 6 oak beam while traveling at 25 MPH. It is anticipated that sample hardware antenna units will be required as part of proposal submissions. The Government intends to award one or more five-year Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) type contract(s) for a total of 38,450 antennas as a result of the source selection. Product ion quantities are subject to change. It is expected that First Article Testing and First Unit Equipped (FUE) will be complete 120 days after contract award (DAC), with a minimum production rate of 1,600 units/month achieved by 150 DAC and a maximum prod uction rate of 2,400 units/month achieved by 300 DAC. Interested sources may identify their interest and capability to respond to this requirement. The response should be a BRIEF UNCLASSIFIED description of technical and production capabilities that can meet the above needs and should address surge capabilit y as well. Responses from interested sources shall address their capability to act as one of two potential providers for the aggregate quantities of antennas and identify themselves as a small or large business based on the NAICS code 334220. The deadline for the receipt of responses to this sources sought notice is 09 December 2005. This is not a Request For Proposals.
