Description
The Missile Defense Agency (MDA) is interested in receiving market information supporting the potential establishment, operation and management of an Industrial Partnership (IP) to include a wide variety of Ballistic Missile Defense System (BMDS) industry primes, lower tier suppliers, and small businesses. Technical work will focus on the MDA Producibility and Manufacturing (MP) Technology Deputate key investment areas which includes: Electro Optics/Infra-Red, Radiation Hardened Electronics and Components, Advanced Materials and Structures, Power Systems, Radar & RF, Propulsion, Anti-Tamper, and Manufacturing Processes. The objectives of a BMDS IP may include, but are not limited to (1) addressing the manufacturing, producibility and industrial base issues impacting BMDS development and deployment; (2) networking and coordinating investment opportunities among potential industry, academia, and government players; (3) maximizing resources available for technical effort; (4) improving connectivity between BMDS requirements and industrial capabilities by increasing awareness and understanding of MDA needs; (5) reducing cycle time for technology transfer in areas of manufacturing/producibility transition, and deployment; and (6) increasing SBIR/STTR investment leveraging activities. The IP should have the capability to accomplish these objectives through the execution of industry driven technical projects, the administration of an industry partner selection process, and the recommendation of technical work to MDA. This Request-For-Information (RFI) seeks to obtain industry concepts and capability and market information to assess the feasibility of the establishment of an industrial partnership. This RFI does not in anyway constitute a Request-For-Proposal (RFP) and as such, shall not be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for proposal preparation costs supporting submission of a response to this RFI. Responses to this RFI shall include the name of the organization, point-of-contact, disclosure of small business status against the above referenced NAICS code, corporate capabilities, and experience of potential key personnel as it relates to the following criteria: (1) The lead contractor must be a United States Corporation or business entity; (2) Relevant experience with establishment, operation and management of consortia, partnerships and other collaborative technical and business arrangements; (3) Relevant experience with the technical topics addressed above. Page limitation for the above RFI response is a total of five (5) pages or less. Each entity submitting a response to this RFI is requested to address the reasonableness and feasibility of an IP arrangement, and the associated management and technical constraints. Interested organizations may cite relevant contracts to demonstrate the experience addressed in the topics above. To assist the Government in the analysis of the marketplace, responses shall be submitted electronically to the point of contact listed below on or before December 13, 2005, the first cut-off-date. However, this RFI will remain open for 30 days from the date of posting for the receipt of response submissions to be included in our analysis. Electronic responses are preferred. All responses shall be submitted to the Missile Defense Agency, Attn: MDA/CTV-Jim Kelly, 7100 Defense Pentagon, Washington DC 20301-7100, via e-mail as cited below.
