Description

The United States Geological Survey intends to award on the basis of other than full and open competition in accordance with FAR 6.302-1 a contract for coordination/ management of the research vessel dock facility & research station project in Ashland, Wisconsin. The Ashland Area Development Corporation (AADC) is uniquely positioned to oversee this project for safe docking facilities for the 107-foot Research/Vessel (R/V) Kiyi. The AADC is a non-profit corporation that facilitates economic development for the City of Ashland, Ashland County and adjacent Bayfield County, Wisconsin. It serves as an impartial entity to encourage business and government initiatives and administers development funds and grants from state and federal sources. The AADC has coordinated the local community effort to find an adequate, permanent dock site and funding for a new dock facility for the R/V Kiyi. They have secured a donation of land from the city of Ashland on which the new dock will be built. AADC will donate in-kind services such as water, sewer and road construction. No other entity is known to possess this unique set of capabilities and assets. The period of performance for the contract will be for a 24-month period of performance beginning on or about January 17, 2006. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code is 813910 Business Associations. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may identify their capability by responding no later than 01/09/2006.
