Description

THIS IS A SOURCE SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Southern Region Contracting Center-East, Fort McPherson, Georgia is conducting market research to determine the extent of small business sources capable of performing as prime contractors for the office of Administrative Service in support of the Joint Contracting Command-Iraq/ Afghanistan (JCC-I/A) and the Principal Authority Responsible for Contracting (PARC) for Reconstruction Staff by providing (24) Contract Specialist with Level II / III Certification and (1) Systems Administrator. Contract Specia list must have contracting experience in pre-award contracting, cost and pricing analysis and contract administration. Contract Specialist will provide technical assistance PARC-R staff on the broad spectrum of acquisition and contracting, to include, req uirements generation and acquisition planning; developing solicitations and amendments thereto, developing negotiations positions for contracting officers approval, participation in negotiations, develop contract award documents (using SPS or Microsoft Wor d), negotiating and issuing contract modifications, assisting contractors and customers with payment issues, and closing out contracts. (1) System Administrator to maintain the Standard Procurement System; and to ensure the operating stability and efficie ncy of the network systems and infrastructure. Large business concerns are not prohibited from responding to this announcement and are not required to submit capability statements. The information provided in response to this SOURCES SOUGHT announcement will be used to finalize the acquisition strategy for this requirement. All small business concerns are required to submit Capability Statements containing the following information. 1. The ability to manage office administrative services similar in scope and complexity to the above requirement. 2. Past performance information demonstrating relevant past experience in any of the functional tasks areas referenced above within the past 5 years. 3. Identification of contracts with total dollar values over $6 Million within the past 5 years, by description of relevant services performed, dollar value, contract number, point of contact with telephone number, and if they were prime or subcontractor s on the referenced contracts. 4. Gross annual receipts for the past 3 years. 5. Identification of small business category and/or Socioeconomical group. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 56110; small business size standard is $6 Million. The Government will not reimburse any concern for any information that is submitted in response to this SOURCES SOUGHT request. Any information submitted is voluntary. All interested business concerns are required to respond to this SOURCES SOUGHT announcement via email by 2 December 2005. Responses shall not exceed 7 pages and must include company point of contact, email address, telephone number and fax number.
