Description
OVERVIEW As a matter of urgency, the German Government will pre-finance works in support of the expansion of the International Security Assistance Force (ISAF) in Mazar-E-Sharif, Afghanistan. To this end, the German Government intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the construction of the following works at Mazar-E-Sharif in Afghanistan: Forward Support Base and Regional Area Coordinator Headquarters. Germany is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee under Accelerated Procedure. The estimated value of this project is 41 million Euros ($49 million USD). The reference of the Invitation for International Bid (IFIB/IFB) to be issued is unknown at this time. The U.S. Department of Commerce will be using the reference IFB-ISAF-GERMANY-FSB-RACH-2005. SCOPE OF PROJECT The works will include, but are not limited to, the following: Forward Support Base: parking areas for fixed and rotary wing aircraft, connecting taxiway to the runway, maintenance facility for rotary wing aircraft, fire fighting and rescue facility, petroleum and ammunition facilities. Regional Area Coordinator Headquarters: accommodation facilities for approximately 100 personnel, medical role 2+ facility, motor vehicle petrol station, general maintenance and logistics facility, force protection measures, power and water conditioning facilities, and supporting facilities for an explosive ordnance disposal capability. ELIGIBILITY All documentation, related to this procurement, will be issued in English and German. Interested firms must be nominated by their National Authorities with the required Declaration of Eligibility. Requests for participation received directly from firms cannot be considered. COMPANY CERTIFICATION PROCEDURES The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. However, all firms whose facility is located within the United States must be declared eligible by the U.S. Department of Commerce in order to qualify to bid for this procurement. The Host Nation is the German Government. Only firms that the U.S. Department of Commerce has declared as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Mission to NATO, which will in turn provide the Declaration of Eligibility to the Host Nation.
