- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole basis with the American National Standards Institute (ANSI), 11 W 42nd Street, New York, New York 10036 pursuant to the statutory authority of 41U.S.C. 253(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement shall be processed in accordance with FAR Part 15. The Contractor shall serve as the Secretariat for International Secretariat for the International Organization for Standardization/International/ Electrotechnical Commission Joint Technical Committee 1 on Information Technology, Subcommittee 17 on Cards and Personal Identification, Work Group 4, Task Force 9 on Smartcard Interoperability (ISO/IEC JTC 1/SC17/WG 4/Task Force 9). Rapid Smartcard standardization is critical to accelerate deployment of standards-based security solutions for Homeland Security applications within our Nation's critical infrastructure. ANSI, and no other entity, is particularly suited to provide Secretariat services for the following reasons: Since the inception of JTC 1 in 1987, ANSI has served as the Secretariat responsible for the development and maintenance of the JTC 1 Directives, and advisory services for JTC 1 procedure. As the JTC 1 Secretariat, ANSI possesses the necessary position, authority, and competence to accelerate international identification and Smartcard standardization through its experience with the National Bodies involved in international identification related standardization activities. ANSI possesses unique, detailed knowledge and perspective of the directives due to its responsibility to process and incorporate all changes for every new edition of the JTC 1 Directives. Knowledge of JTC 1 procedures are required to ensure the acceleration of international Smartcard standardization. The Government is unaware of any other source from which these services can be obtained. Award to other than the ANSI is not expected result in a satisfactory substitute and would result in substantial duplication of time and costs that cannot be expected to be recovered through competition. The NAICS Code is 519190 and the size standard is 46M. This is not a request for competitive quotation. However, if any interested party believes it can meet the requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NIST to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 3:30 EST, December 5, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
