Description
REQUEST FOR INFORMATION FOR A-10 ENGINE NACELLE INBOARD AND OUTBOARD DOORS NAICS: 336413 This announcement constitutes a Request for Information. The following information is provided to do a Market Survey of Industry to determine potential contractors who have the skills, experience, knowledge, and facilities required to successfully complete the effort described below. OO-ALC, Hill AFB, UT is considering award of a contract for manufacture with engineering services as required to enable future production of the A-10 Nacelle Left Hand (LH) and Right Hand (RH) Inboard and Outboard Doors (NSNs: 1560-01-113-6960FJ, 1560-01-113-6961FJ, 1560-01-113-6962FJ, 1560-01-113-6958FJ). The contractor would manufacture new inboard and outboard bonded aluminum honeycomb doors. This requires the contractor to have expertise in all aspects of bonded aluminum construction. This includes aluminum surface preparation for bonding, adhesive technology, autoclave capability, clean room with humidity control for lay up and assembly, necessary bonding and assembly fixtures, weight and balance inspection, dimensional inspections, non-destructive inspection, ISO 9001 quality control and inspection. The Nacelle door bonding process requires specialized equipment unique to the A-10. This includes specialized bond forms and assembly repair fixtures. As a part of the contract, the Government would like to purchase all of the fixtures after manufacturing is complete. The technical data package is sufficient for bidding a contract but is incomplete for all aspects of manufacturing. Therefore, as part of this contemplated effort, the contractor is required to have engineering capability to reverse engineer as required where the technical package is incomplete. As part of the contemplated contract, the Government would want to purchase the manufacturing process, updated drawings and 3D models. Potential offerors are requested to provide a summary of the capabilities and facilities they have which will allow them to perform the aforementioned A-10 engine Nacelle doors. Verification should include a detailed description of similar items past and present that have been successfully manufactured and a detailed list of equipment to accomplish the required efforts. Any information, which is indicative of the offeror?s capabilities to successfully perform this effort, will be considered. The Government does not intend to contract on the basis of this request or otherwise pay for the information solicited. Release or distribution of your response will be approved by the contracting officer. An Industry Day will be held 12 January 2006 at Hill Air Force Base for all interested contractors to review the Nacelle Inboard and Outboard Doors and the drawings and specifications. Interested parties are requested to submit one copy of the aforementioned summary of capabilities and facilities to the contract negotiator, Greg Johnson, 6050 Gum Lane, Bldg 1215, Hill AFB, UT 84056-5825, greg.johnson2@hill.af.mil, no later than 30 working days after publication of this notice. No telephone or FAX responses will be accepted. Also, please communicate intention to participate in the industry day to Mr. Johnson by 22 December 2005.
