Description
The U.S. Army Aviation and Missile Command proposes to procure detonation cord assemblies consisting of Shielded Mild Detonating Cord, Warhead Separation Charge, Thrust Termination Assembly, Manifold and Witness Cap. This is a combined synopsis/soli citation. This announcement constitutes the only solicitation; a written solicitation will not be issued. The action is for commercial items, as defined in FAR 2.101, and will be processed pursuant section 4202 of the Clinger-Cohen Act of 1996 as impleme nted in FAR 13.500(a), to the test program authorized in FAR 13.500(a). The detonation cords and assemblies will be used in the fabrication of Telemetry/Flight Termination Systems for Army TACMS. These systems are being built from an existing and proven drawing package, which specifies the type detonation cords and assemblies to be used. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302 based on extensive market research for this commercial item. This procurement is restricted to McCormick Selph, Inc., dba Pacific Scientific, 3601 Union Road, Hollister, CA 95023. No other manufacturer can provide the detonation cords and assemblies wit hout performing non-recurring engineering and environmental qualification which would incur a duplication of costs and effort that would not likely be recovered through open competition. Interested persons may identify their interest and capability to res pond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, the Government will consider all proposals received within fifteen (15) days after date of publication of this synopsis. A determinati on by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduc t a competitive procurement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
