- This procurement is for a 5 year Indefinite Delivery-Indefinite Quantity contract, including 1 base year, and 4, one-year options, for the Helmet, Flight Deck, NSNs 8415-00-861-3527, 8415-00-071-8785, 8415-00-071-8786, and 8415-00-071-8787. The solicitation will be issued on an unrestricted basis. The minimum quantity for the base year and each option year is 10,000 each and the maximum quantity for the base year and each option year is 41,295 each. Deliveries are FOB Destination and the destinations are New Cumberland, PA and Tracy, CA. Production lead time is 180 days. The proposed acquisition will be awarded using best value source selection procedures. Technical factors are considered more important than price and are listed in descending order of importance as follows: Past Performance/Experience, Surge & Sustainment Capability, Socioeconomic Program Support, DLA Mentoring Business Agreements, Javits-Wagner-O?Day Act Entity Proposal. First Article, qualified laboratories, source sampling, and shade evaluation are required. Military specifications and patterns are available. The applicable specification number is MIL-H-81735B dated 30 July 1992, pattern dated 03 August 2000. All material shall be contractor-furnished. The estimated solicitation release date is 16 December 2005. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations in paper form. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items as defined in DFARS clause 252.225-7012 and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
