Description

The Food and Drug Administration intends to issue a purchase order to James Loo of Montgomery Village, Maryland on a sole source basis for the following: A Data Architect and ETL Specialist to perform (1) Requirement Gathering and Application Design, (2) Database and ETL Development and (3) QA, Training and Deployment Activities. This service is needed to complete a critical project known as Online Program Analysis System (OPAS). This announcement constitutes the only solicitation and written solicitation will not be issued. The solicitation number is 1011565. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 2001-27. The standard Industrial Classification (SIC) Code for this acquisition is 7379 and the North American Classification System (NAICS) Code is 541512. The following FAR Clauses shall apply to this solicitation 52.212-1 Instructions to Offerors- Commercial Items, 52.212-4 Offeror Representations and Certifications- Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. All responsible sources that can provide and meet the above requirements shall submit written quotations by the due date referenced above. The award is being issued on a sole source basis because James Loo was the main architect of the prototype for this project and is considered to have unique technical capabilities and knowledge which are essential to the completion of the project.
