Description
The Department of Transportation, National Highway Traffic Safety Administration (NHTSA), has a requirement to acquire services in support of the following Federal Motor Vehicle Safety Standards (FMVSS): "GROUP A" Tests: 105, 120, 122, 124, 135, 201 (pole test), 301, 305, and 500. "GROUP B" Tests: 103, 104, 110, 111, 114, 118, 120, 201 (Instrument Panel), 202, 202a, 206 (sliding door only), 207, 210, 214 (static only), 216, 225, and 401. . The Government will provide test items to the Contractor as Government Furnished Test Items (GFTI). In addition to performing the actual compliance testing identified in the preceding paragraph, the Contractor will also be required to prepare and submit reports on that testing to NHTSA. Offerors must have the necessary testing facilities and equipment capable of meeting the testing requirement as specified by the Solicitation and Laboratory Test Procedures as required by FMVSS. The Solicitation will specify a minimum number of tests for which an offeror may submit its proposal. Each test will be separated into one of two groups: Group A or Group B. An offeror may submit its proposal for tests within Group A, or tests within Group B, or tests in Group A and B combined. The Government may require a demonstration test at the offeror?s expense prior to contract award using the testing facilities, personnel, and equipment that offeror proposes to use in the performance of the contract. NHTSA also reserves the right to conduct a pre-award survey or to require other evidence of financial capability to perform the work described in the solicitation, prior to the award of the contract. No subcontracting will be permitted. The Government reserves the right to make multiple awards for this procurement. The period of performance is twelve (12) months with two (2) additional two-year option periods. The solicitation and any related documents for this procurement will be made available to interested parties through electronic media available for downloading via the Internet at Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov. No paper copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the Internet site for the release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions. This is an unrestricted solicitation (full and open competition). The government intends to award a firm fixed price contract, or contracts, resulting from this competition. Tentative procurement milestones for this requirement are: (1) Issuance of the RFP on or about December 30, 2005, (2) Proposals due on or about January 30, 2006. These tentative milestones are provided for contractor planning purposes and are subject to slight variations by the Government.
