Description
MARKET SURVEY, CE LCMC, W15P7T-06-R-W401. Guardrail Common Sensor Systems (GRCS), System Integration, Upgrade and Configuration Management, Request for Information. The Product Director, Aerial Intelligence, Surveillance, Reconnaissance (PD, AISR) in conjunction with the C4IEWS Acquisition Center, Fort Monmouth, NJ is seeking information from potential sources to support the development of a full and open competition for critically important, highly technical engineering functions to maintain the t actical and strategic relevance of Guardrail Common Sensor systems and, through technological advancements, reduce the developmental risk for future AISR systems. Firms having research & development capabilities, engineering expertise in miniaturization o f sensitive receivers, geo-location, high speed data transmission, intercept, automated signal and data analysis in both aerial and land based systems are requested to provide detailed information regarding demonstrated capabilities, ASIR products offered and product capabilities. Essential functional capabilities required in support of the Guardrail Common Sensor system upgrades within the DoD Joint Tactical Architecture and Defense Information Infrastructure Common Operational Environment (DII COE) are: 1) Integration of new (in many cases the technology insertion of Commercial Off the Shelf (COTS) or slightly modified COTS hardware) capabilities into the existing legacy Guardrail Common Sensors complex, software driven, automated, aircraft configured sy stems in which aircraft safety of flight, weight, balance, EMI, TEMPEST, power utilization, data accuracy, and operational availability are paramount, 2) Transmission of high volume of multiple source intelligence data with automated-analysis is accomplish ed and provided in usable form to tactical and strategic formations supporting very near real time automated analysis, dissemination and use, 3) Configuration and management of current hardware, software and firmware to support fully integrated, quick reac tion hardware and software upgrades to adapt the system to new threats and exploit vulnerabilities, 4) Secure Aircraft-to-Aircraft relay, Aircraft-to-Ground terminal (in this case the Guardrail Ground Baseline (GGB), and Aircraft-to-Satellite high speed di gital data and digital voice up and downlink transmissions to support key systems management of operational modes and meaningful collection of data, and 5) Operate within the environment defined for a Defense Security Service (DSS) cleared, Top Secret Spec ial Compartmented Information Facility (SCIF) with appropriate facility clearance and safeguarding approvals. This survey is for the purpose of obtaining information only. No contract award or funding of any kind will occur as a result of this market survey. The lack of the submission of data at this time will not eliminate any firms participation in the future competition of a competitive contract is assessed as possible by the Government through its review of information obtained on capabilities and products through this Market Survey. Market Survey Objective and Requested Format. The objective of this Market Survey (W15P7T-06-R-W401) is to identify and obtain information and insight to the availability and capabilities of contract firms to support the upgrade, improvement and integration of upgraded components and new functions int o the highly complex and classified Guardrail Common Sensor Intelligence Surveillance and Reco nnaissance (ISR) program. Following header information requested, request your firm select and describe contract actions you are now successfully performing or have completed within the last four years that represent the technical and management capabilit ies applicable to the support and evolution of the Guardrail Common Sensor in the assessment of threats and exploitation of adversary vulnerabilities. Your responses to the subject areas below are requested to assist us in assessing the depth and range of contract firms with the requisite skills and performance to meet the Guardrail Common Sensor requirements. Describe any contract(s) effort being performed, or completed, in which a COTS item was procured and modified to perform an alternative function as an upgrade to an existing legacy system comparable in complexity to Guardrail Common Sensor. Explain th e process and relate it to the Guardrail Common Sensor system and the technical challenges of applying a COTS item an existing, complex, airborne electronic system. Describe any contract effort(s) being performed, or completed, requiring the engineering, installation, certification and accreditation of classified electronic devices on an aircraft. Identify the prime design, engineering, production and interface c onsiderations of Prime Mission Equipment on board an aircraft as you perceive is the case with Guardrail Common Sensor. Describe any contract efforts being performed, or completed, requiring the integration of hardware, software and firmware as well as its baseline documentation and updating process. Explain the requirement, your companys process, technical approach, management processes used and the timeframe required to perfor m the AWR from the start through approval (release).
