Description
The U.S. Army Engineering and Support Center, Huntsville, has a requirement to provide professional and technical support functions as needed and appropriate in support of Deseret Chemical Depot, (DCD) Stockton, Utah. Support includes but is not lim ited to statistical analysis, environmental regulatory compliance, plant calibration, technical writing, safety/industrial hygiene, records management, monitoring and laboratory functions, engineering and drafting. The contractor shall provide all necessa ry labor, materials, equipment, and facilities to perform these functions. Deseret Chemical Depots current mission is to plan and execute the storage and destruction of chemical weapons and their secondary waste in a manner that is safe, secure and enviro nmentally sound and also to plan and complete depot closure. A major part of this mission is compliance with regulatory and Army requirements for environmentally safe operations. The Army requires support services to achieve these aspects of the mission. Because of the many challenges faced at DCD, technical support must be very flexible. Evaluation factors will include past performance, technical and management capability, and price with emphasis on past performance in accordance with FAR 15.305(a)(2)( iii). The contract will be awarded to the offeror who is determined to provide the best value based upon evaluation of all factors. The North American Industry Classification System code applicable for this acquisition is 541990 and the small business siz e standard is $6,000,000.00. This is a 100% small business set-aside. Responses must be from Only small businesses that can identify and demonstrate their capability by submitting proposed credentials and qualifications, past experience and any additional information indicating a bona fide ability to meet this requirement. It is anticipated that a time and materials, indefinite-delivery, indefinite-quantity (IDIQ) contract with a ceiling of $12,000,000 will be awarded. Period of performance will be one yea r with options for four additional years. Delivery orders will be funded individually and will specify services ordered and the period of performance. Any prospective contractor interested in competing on this solicitation must be registered in the Centra l Contractor Registration at http://www.ccr.gov. If you are not registered, the United States Government is not responsible for providing you notifications of any changes or amendments to this solicitation. It is anticipated that the request for proposal package will be available at the web site http://www.hnd.usace.army.mil/contract/ on or about December 29, 2005.
