- NASA/MSFC has a requirement for precision machinery work done in support of "Return to Flight" for the SSME Knife Edge Seal Project. NASA/MSFC intends to purchase the services and material from Metal Research Inc on a sole source basis. Due to schedule constraints for the SSME Knife Edge Seal Project, Metal Reseach has been able to locate specific size of material needed (Aluminum, type 6061, size T-651) for precision machinery in an acceptable time frame; therefore, providing MSFC with an end product which is strongly desired before the next shuttle mission. Metal Research is highly respected by MSFC in manufacturing air rig test articles from previous projects, most recently IBTA Flowliner test rig built for an SSME RTF project. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on 12/8/2005 to Janet Appleton at janet.l.appleton@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
