Description

Wilson Lake Project has a requirement for Mowing and Triming Services for the following areas at Wilson Lake: Cam Backslope, Maintenance/Housing Area, Sylvan Park campgrounds, Sylvan Park Day Use, Spillway Boat Ramp/East Overlook. This procurement i s BEST VALUE, Request for Quotes (RFQ) for Commercial Item/Services and and is totally set-aside for small business concerns. The Contractor shall provide all manpower, equipment, fuel, tools, supervision and other items and services necessary to provide mowing and trimming of public use areas and the back slope of Wilson Dam for the U. S. Army Corps of Engineers, Wilson Project, as described in the attached performance work statement and elsewhere in the contract. A portion of Wilson Dam is constructed wi th a 1 on 2.5 slope. This solicitation contains a base period plus four option periods. The base year period of performance runs from 01 April 2006 to 30 September 2006. The period of performance for Option period 1 runs from 01 April 2007 to 30 Septembe r 2007. The period of performance for option period 2 runs from 01 April 2008 to 30 September 2008. The period of performance for option period 3 runs from 01 April 2009 to 30 September 2009. The period of performance for option period 4 runs from 01 April 2010 to 30 September 2010. The government will award a contract from this request for quotes to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price, experience and past performance consider ed. For evaluation purposes price, experience and past performance will all be weighted the same. The standard industrial code is 0782. The NAICS code is 561730. All responsible sources may submit an offer, which will be considered by this agency. The Soli citation package shall be available on or about November 29, 2005. The solicitation will be posted on the Kansas City District website at www.nwk.usace.army.mil. Questions of a technical nature may be addressed to Day Hays at 785-658-2551. OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior to quoting, vendors must complete online the Representations and Certifications. To do so requires CCR Registration, including an MPIN number. Instructions may be obtained, and required information may be e ntered, at http://orca.bpn.gov. One must register on the Kansas City District web site in order to receive any quotations. Bids are due January 9, 2006 no later than 3:00 pm (central standard time). REQUIRED CCR REGISTRATION: Prior to quoting, vendors must be actively registered in the Central Contract Registration (CCR) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished , at www.ccr.gov. By submission of a quote, a quoter acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause (eithe r 252.204-7004 or 52.204-7) Also, Federal Acquisition Regulation (FAR) requires offerors to provide representations and certifications electronically via the BPN website at https:/www.bpn.gov/ocra/vendor as a prerequisite to receiving solicitation, to update the representations and c ertifications as necessary, but a least annually, to keep them current, accurate and complete, and to make changes that affect only one solicitation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 5 2.204-8, whichever is included in the solicitation.
