- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is PR-NC-06-10013 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. The associated North American Industry Classification System (NAICS) code is 541380 --Testing Laboratories and the small business size standard is $10 million. A firm, fixed price purchase order is anticipated to result from the award of this solicitation. The competition method used for this procurement is full and open. The U.S. Environmental Protection Agency (EPA), National Exposure Research Laboratory (NERL) mission is to provide information and the biological tools and methods to assess and monitor ecological conditions in surface water at the national, regional, state, and watershed scale. This ERB Wetland Research Program requires technical and contract laboratory support for soil sample processing (tracking, preprocessing, extractions of cations and metals, analyses, phosphate isotherm development, extracellular enzyme activity measures, visual and near infra-red spectroscopy spectral scanning and library development, and spectral prediction of soil properties and constituents), Quality Assurance/Quality Control, and database entry. Data processed by technical and contractual laboratory support will be used for detecting stressors on community structure and ecosystem functioning, for assessing the relative severity of both natural and anthropogenic stressors at multiple scales. for determining the importance of isolated wetland in landscape nutrient dynamics, and for developing methods to access community conditions. This contract will provide soil samples processing, including basic and advanced analyses for samples from selected wetlands of the Southeast. The Contractor shall provide support to this program as follows: a) Soil sample tracking, processing, grinding/milling, extractions for nutrients and metals, physical measurements, phosphate isotherm development, and extracellular enzyme concentration, b) Visual and near infrared spectroscopy spectra capture for soil samples and subsequent model development for the rapid, spectra-based assessment of soil characteristics, spectral prediction of soil properties and constituents, c) Quality Assurance/Quality Control (QA/QC) and data entry, and d) reporting. In addition, the contractor shall provide the necessary personnel, facilities and equipment and otherwise do all things necessary for , or incidental to processing and analyzing soil samples provided by EPA and shall provide data files containing the measured soil parameters and spectral signatures of each sample processed, as well as the spectral library model developed using the sampled soils. Specific details for this requirement will be outlined in the Statement of Work (SOW). Please submit two copies of the technical proposal and price proposal. The period of performance is date of award thru 9 months with an option to exercise optional requirements. The Government will make an award to the responsible offer whose technical proposal offers the "Best Value" to the Government price and other factors considered. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The completed Representations and Certifications should be included with the proposal. The evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (i) technical capability; (ii) past performance; and (iii) price. Details of the technical evaluation criterion are listed in the RFQ. The following FAR referenced clauses apply to this solicitation: 52.212-1 Instructions to Offerors - Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items.
