Description
The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors ? Commercial Items and FAR 52.214-4 Contract Terms and Conditions ? Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions, offers the lowest price to the Government. The purpose of this acquisition is to acquire a flexible, portable, tablet PC-based weather mapping system with the following functions. Must include a one-year subscription including new version updates, maintenance, and technical support; system must provide real-time actual location of weather information for planning and executing airborne remote sensing data collections; must provide real-time National Weather Service significant weather displays, including cloud cover, lightening, and NEXRAD precipitation, from discrete XM-WX satellite broadcasts; must be Windows XP-based table system and the weather information must be displayed coincident with EPA test-sensor data; and must provide a significant safety advantage and associated time and cost-savings in the final stages of planning and conducting aerial sensor data acquisitions by providing a means for pre-flight and in-flight assessment and avoidance of weather conditions which would hinder or preclude data collection. Vendor must provide Federal Tax Identification Number, Dun and Bradstreet Number, and Central Contractor Registration to be eligible for award. The NAICS code for this procurement is 334519. Any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered.
