Description
REQUEST FOR INFORMATION ON CURRENT TECHNOLOGY This is a request for information only. This is not an issuance of a competitive solicitation. Introduction The U.S. House of Representatives (House) seeks to gather information from commercial enterprises who supply systems that provide voice management and monitoring capabilities. This information may provide the House with sufficient background information to develop the requirements and terms of any subsequent competitive solicitation, which may or may not be issued. The House may request that Vendors demonstrate the capabilities of their systems. The House seeks information on systems that provide voice management and monitoring functionality. This system must be a PBX-independent, distributed system that connects to the PSTN trunks at the edge of the network. The system must provide centralized network management, intrusion detection and prevention, and auditing capabilities. Network Management The House defines the desired network management functionality under System Management and Voice Management. System Management features: Provide the ability for remote management. Provide real-time view of network status that allows access to information on specific trunk circuit outages/errors and the ability to correct these problems in real-time. Provide ability for remote administration of appliance/line configuration and appliance software. Provide real-time email and pager alerts/notification for detected service-level problems or suspicious call activity. Monitor Voice Quality of Service (QoS). Voice Management: Set and generate policies to include generation of alerts/notifications on specific call activity, 911 calls, and calls to infrastructure remote access ports. Set cost-based thresholds. Set rules for operational events. Terminate and block incoming calls from known hostile, restricted, and unwanted callers. Provide detailed Directory management features. Intrusion Detection and Prevention The House defines the desired intrusion detection and prevention functionality under Voice Monitoring and Call Recording. Voice Monitoring: Provide real-time, PBX-independent Call Detail Recording (CDR). Detect attacks on PBX and Voice Mail systems to include hostile internal and external calls and unauthorized traffic such as to/from restricted or questionable environments. Detect Toll Fraud and other voice service misuse and abuse. Call Recording: Record calls based on policy. Capture call direction, source, destination, type, day/time, and content. Provide secure storage to ensure data safety and privacy. Auditing The House desires the Auditing capabilities listed below. Provide telecom network history reporting to include but not be limited to resource usage; diagnostics, audits; operations, and security. Provide capability to schedule reports. Non VoIP Environment The House does not require Voice-over Internet Protocol (VoIP) functionality at this time; however, the House does not preclude any systems that contain VoIP functionality. Scope of Work The House is currently considering the future purchase of a voice monitoring and management system. The scope of work for this system would include, but not be limited to the following: Installation and implementation of equipment and software required to provide the above functionality for its voice network. Support, maintenance, and training of HIR personnel in the operation of the system. Response Information The House initiates this notice with the intention of compiling a list of companies that can provide the House with voice management and monitoring functionality. The House requests that Vendors provide an overview of the service applications/configuration, engineering approach, and a pricing estimate for the suggested system. The House requests a price estimate for budgetary purposes only and does not require a firm quote. Vendors should also provide references and contact names where similar systems are installed. Responses must include the company name, address, telephone and facsimile numbers, point of contact, email addresses, and company website. Vendors should provide their response in Microsoft Word format, as an attachment to an email only (no mailed suggestions accepted). Vendors must email their response no later than December 19, 2005 to jim.caskey@mail.house.gov and reference this RFI number and title in the subject line of their email.
