Description
The Product Director, Aerial Intelligence, Surveillance, Reconnaissance (PD, AISR) in conjunction with the C4IEWS Acquisition Center is seeking information to determine the availability of engineering sources capable of providing systems integratio n of new components resulting in the modification up to eight (8) existing Airborne Reconnaissance Low aircraft with the latest, most recent subsystems, some of which are being separately acquired by the Government and will be provided as Government Furnis hed Equipment. These subsystems include but are not limited to, COMINT, IMINT, RADAR, MASINT, Data Links, Airborne Self-protection Equipment, workstations and extensive cockpit upgrades. The work must be performed in an FAA certified Repair Station under a fully compliant AR 95-20 Ground Operations program in close proximity to the Airborne Reconnaissance Low-Multifunction Contractor Logistics Support Depot located at the Washington County Regional Airport in Hagerstown, MD. Interested parties must CURREN TLY possess at least a SECRET facility clearance with crypto account and functioning Software Integration Laboratory areas cleared for SECRET processing and for unattended processing. It is highly desirable that interested parties have a TOP SECRET facili ty clearance with SCIF d areas or expecting such approval through DIS within Calendar Year 2006. Interested parties must have personnel with the skill sets, training, and experience necessary to maintain, repair, test, and operate both the aircraft syst ems and the mission systems in an ARL aircraft and be willing to deploy for durations up to 90 days at a time to hazardous OCONUS locations, including war zones, in support of the described modifications. Current experience and understanding of the ARL a vionics and prime mission equipment is essential to supporting this task to support urgent, short notice requirements. This sources sought announcement is being issued to determine the feasibility of a contract award for this task; the decision to award a contract has not been made at this time. Responses must include (as a minimum): a. Evidence that the facilities where the work will be performed meet the criteria in paragraph 1) above. b. Evidence that interested parties meet the criteria in paragraph 1) above, especially with respect to willingness to deploy to hazardous OCONUS locations. c. Evidence of knowledge of the current ARL configuration(s) including all upgrades and QRC technology insertions currently underway or performed within the last two (2) calendar years. d. Evidence of Intellectual Property held that supports the ability to perform the identified modifications. e. Evidence of specific knowledge of the integration on ARL aircraft of the TAWS navigational system, the AN/APR-39B(V2), AN/AAR-47A(V2), and AN/ALE-47(V) IR ASE system, the TSP COMINT system, the Phoenix Eye RADAR system, the Lynx RADAR system, the PeARL EO system, the Night Surfer system, the MX-20 and MX-15 EO/IR system, the Skyfox DAR system, and the Hawkeye DVR system. f. Demonstrated knowledge specific to the ARL Intel/Windows/PCI based workstation architecture and software as it applies to the mission system items in e. above. g. Recommendations concerning new COTS subsystems known to the responding firm that could be integrated into the current ARL configuration to enhance the performance characteristics in the exploitation of emerging enemy vulnerabilities and the expected res ults of enhancement.
