- The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm-Fixed-Price contract to design, renovate and construct Cell Block 4 of the Pol-e-Charki Detention Facility located in Pol-e-Charki, A fghanistan. The cell block has not been in service for many years and is going to be renovated to accept detainees that are presently in substandard and/or overcrowded facilities. The site is located in Pol-e-Charki, Afghanistan, approximately 15 kilomet ers east of Kabul, Afghanistan. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS Code is 236220 with a small business size standard of $28,500,000. The project is to ref urbish cell block 4 of the detention facility so that it can begin accepting detainees to be processed through the Afghan court systems. The scope of the project is to rehabilitate the detention center to meet United Nations standards for detained personn el. The general scope of the work includes doing minor repairs to the detention cells and administrative areas as well as renewing the majority of the utility infrastructure. The estimated value of the contract is $12,000,000.00 consisting of base plus o ptions. The total schedule for completing the entire work is 10 months after date of award. The proposed contract will be awarded using best value. No solicitation is being issued at this time. Solicitation Number W917PM-06-R-0002 will be available on or about 16 December 2005. Interested parties are advised to submit their proposal 30 days after issuance of the RFP which will be on or about 17 January 2006. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project is the Internet and Paper. Paper copies of this solicitation, and amendments, if any, will be available or issued in the Contracting Office for local contractors without adequate access to the Internet. Interested parties may download and print the solicitation, at no charge at http://www.mvn.usace.army.mil. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. Utilization of the internet is the preferred method. However, paper copies will be made available for local contractors. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firm's preferred pricing list, physical address, telephone, a valid fax number and a point of contact. Requirements: DFARS 252.204-700 4 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR Database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
