Solicitation 31101-0003-6 is being modified to add the following statement: Faith-Based and Community-Based organizations have the right to submit offers/bids equally with other organizations for contracts for which they are eligible. "The solicitation will be available on or after November 22, 2005, and will be distributed solely through the General Service's Administration Federal Business Opportunities web site http://www.fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition." READING/SLN TEACHER (Evening) I. SUBJECT: The provision of Reading Teacher services to the inmates at the Federal Prison Camp, Maxwell AFB, Alabama, under a non-personal service contract. The contractor shall provide special reading instruction for those inmates enrolled in the Literacy Program who are encountering unusual difficulty in reading. II. SCHEDULE: The contractor will work two three-hour sessions per week for a total of 104 sessions during the performance period. Each session will be conducted on Monday and Tuesday between 4:00 P.M. and 7:00 P.M. in the Education Building. III. SUPPLIES: All supplies that the contractor may routinely need will be supplied by the Federal Prison Camp, Maxwell AFB, Alabama. These supplies will normally include any materials needed to perform the services covered under this contract. Any records maintained by the contractor under this contract will remain the property of the Federal Prison Camp,Maxwell, AFB, Alabama. IV. SCOPE OF SERVICES: The reading or special education specialist shall both teach and help staff to meet the educational needs of inmates with learning difficulties. The contractor is responsible for providing the services as listed below: 1. Coordinate the Laubauch Reading Program. 2. Develop and maintain an individualized Education Plan for each assigned student. 3. Provide written progress reports on assigned students as requested. 4. Provide special reading instruction for inmates functioning below the fourth grade in reading and mathematics, with identifiable learning disabilities. 5. Administer the Woodcock Johnson and WAIS-III tests. V. QUALIFICATIONS: This position requires a reading specialist or a special education instructor who has the following minimum qualifications: 1. Master of Arts degree in the specialty area; 2. A minimum of one year classroom teaching experience; and 3. Through either classroom experience or education courses, skill in: a. diagnosis and correction of learning difficulties; curriculum development; techniques, methods, and materials used to effectively teach reading. VI. INMATE MANAGEMENT: Provision of services under this contract will require frequent and unsupervised contact with inmates. The contractor will not be responsible for the management of inmates other than those inmates involved in activities within the contractor’s scope of work and shall abide by all rules in effect to ensure their safety and well-being. VII RESTRICTIONS ON CONTRACT WORKERS: Contractor will not supervise inmates. Contractor will not supervise BOP staff Contractor will not requisition supplies, sign for supplies, nor pick up supplies. Contractor will not attend recalls or staff functions. Contractor will not formulate policies or procedures. VIII. INSTITUTION SECURITY: The contractor agrees to adhere to all regulations prescribed by the institutions for safety, custody, and conduct of inmates. The contractor will attend orientation program prior to assuming his or her duties within the institution. The contractor will be paid for attending this orientation. Offenders are advised that investigative procedures will be applied and appropriate forms completed on the contractor and all personnel directly or indirectly employed by the contractor that may need access inside the perimeter of a federal correctional institution. Furthermore, a urinalysis test is required (for detection of marijuana and other drug usage). Contract award will not be made to any individual who tests positive for the use of an illegal substance. The following investigative procedures will be accomplished: (1) National Crime Information Center (NCIC) check; (2) DOJ-99 (name check); (3) FD-258 (fingerprint check); (4) Law enforcement agency checks; (5) Vouchering of employers; (6) Resume/personal qualifications; (7) OPM-329-A (Authority for Release of Information); and (8) National Agency Check and Inquiries (NACI), if applicable (9) Urinalysis (If the test is positive, the contractor will be disqualified from contract award.) IX. OTHER MISCELLANEOUS INFORMATION: This is a contractual agreement and not a personnel appointment, and the service does not constitute an employer/employee relationship. All duties outlined in this Statement of Work shall be performed in accordance with standards and methods generally accepted within the contractor’s own field of expertise. Payment shall be based on the accomplishment of specific results, and results to be obtained shall be entirely within the contractor’s own unsupervised determination. The contractor shall not be subject to government supervision, except for security related matters. However, contractor performance shall be closely monitored.
