Consideration and selection will be based on a panel evaluation of the applications vis-?-vis the Evaluation Criteria. AREA OF CONSIDERATION: U.S. citizen MARKET VALUE: The market value for this PSC is equivalent to a GS-14 level. The salary range for a GS-14 level is $76,193 - $99,053. In addition, the Mission has 10% Post Differential allowance and 20% Danger Pay. The salary will be determined based on the individual?s salary history, working experience and educational background of the successful candidate. BACKGROUND: The U.S. Agency for International Development (USAID) is an essential element of the U.S. Government's support for the Palestinian-Israeli peace process. Over the past several years, the USAID mission to the West Bank and Gaza (USAID/WBG) has devoted more than half of its funds to supporting the development of infrastructure, particularly in the water sector. USAID/WBG?s strategy, aimed directly at one of the greatest needs in this arid region, has been to increase water supplies in the West Bank and Gaza Strip. The Mission has financed both large-scale well-drilling and water pipeline projects in the Bethlehem-Hebron and Jenin areas as well as smaller, village-scale projects throughout the West Bank and Gaza. This has provided potable water to more than 800,000 beneficiaries. In addition, USAID has funded several sewage projects including improvements to the Gaza sewage system and Gaza City Wastewater Treatment Plant benefiting more than 300,000 people and some road rehabilitation projects to reduce transportation barriers for more than 600,000 people during the Intifada. BASIC FUNCTIONS OF THE POSITION: This position is for a senior engineer to work with the Water Resources and Infrastructure (WRI) Office responsible for the achievement of the Mission's Strategic Objective #14 "Greater Access to Better Quality Water and Other Infrastructure Services?. The individual will provide senior level engineering and other technical and management guidance to the mission for the development, implementation, and evaluation of infrastructure in the West Bank and Gaza which directly contributes to achieving the overall Water Resources and Infrastructure Strategic Objective. DUTIES AND RESPONSIBILITIES: Specifically, the incumbent will be engaged in: 1. Providing high quality engineering and other assistance and guidance in the design of major new activities under the water program, including conceptualization; analysis; approval documentation; implementing documentation; and selection of service provider. 2. Providing detailed engineering advice and overall guidance regarding implementation of all relevant water program activities, including: monitoring activity progress; developing scopes of work and other implementing documentation; interfacing with relevant governmental and non-governmental parties; analyzing technical and public policy issues; reporting and recommendations; trouble-shooting/problem solving; as well as other implementation actions. 3. Providing expert advice to senior officials in the Palestinian Authority (PA), the USG and elsewhere on issues that are both highly technical and surrounded by an unusually high degree of political sensitivity, especially as they relate to potentially controversial, high profile Middle East peace process issues. 4. Managing multiple Water Resources Infrastructure activities as assigned by the Director of Water Resources and Infrastructure. Most construction contracts will exceed $10.0 million; the total value of the water portfolio is exceeding $100 million in 2006. 5. Providing high level expert advice and assistance on selected aspects of strategic planning, monitoring and evaluation under the water program such as problem identification; data collection and analysis; and options development and evaluation. 6. Serving as Cognizant Technical Officer (CTO) for water resources related projects, implemented through contractors and grantees in the West Bank and Gaza. Drafting program descriptions and statements of work (SOWs) for related studies and technical assistance. Providing guidance through all phases of implementation through to evaluation and closeout. Providing technical and administrative oversight of the awards, monitoring the implementing agency?s progress in achieving the objectives of the Program Description, approving hiring of their key personnel; reviewing and approving the implementing institutions? work plans and recommends to the Agreement Officer any changes desired in the Program Description and/or technical provisions of the award. Receiving and reviewing periodic reports and supplements these with site visits to ensure that benchmarks and goals are being met and to monitor progress and contribution made towards Intermediate Results. 7. As CTO, review and approve for payment contractors? vouchers, on the basis of progress in mobilization, procurement, and construction. Verify compliance with technical and administrative provisions of both the construction and Construction Management (CM) contracts through site visits, regular documentation from the CM and reports from FSN engineers and other USAID water specialists. Independently administer the project to insure that project objectives are achieved in accordance with financial, timing, and other considerations embodied in the projects. Monitor, report on, and evaluate contractor performance; maintains project records and status reports; prepare necessary project documentation; solve or recommend ways to solve day-to-day operations. 8. Review invoices and change orders including justifications, waivers, action memos, etc. Check contractor?s requests against original contract and brings any discrepancies to concerned party?s attention or goes directly to the contractor to resolve inconsistencies. Make recommendations on approval or revisions to the Project Manager. Draft response letters. 9. Perform other duties assigned by the Director of Water Resources and Environment that are necessary to achieve the overall Water Resources Strategic Objective. SUPERVISION/OVERSIGHT OF OTHERS: Provide technical guidance to and oversight of Foreign Service National (FSN) Project Managers & Engineers as needed. S/he will report directly to the Director of the Water Resources and Infrastructure office. Currently there are eight FSNs, two U.S. Personal Services Contractors, and two U.S. Direct Hires. EVALUATION CRITERIA/SKILLS AND QUALIFICATIONS: Education (20 points): Bachelor's degree in civil or environmental engineering is mandatory, Master's degree in engineering or another subject relevant to international development/management or water-related science will receive preference. Experience (50 points): at least ten years experience in 1) providing expert engineering services in the design, management, construction and/or implementation of water resources projects and programs and in 2) advising senior resource managers, planners and policy-makers with respect to water infrastructure development, water resources management interventions, and/or private sector participation in the water sector (either capital investment or operations and maintenance) is required; experience in an overseas developing country environment required, preferably in the Middle East; Relevant experience with international development agencies. Knowledge and Abilities (30 points): knowledge of state of the art practices with regard to the identification and construction of water and wastewater treatment facilities, knowledge of integrated, cross-sectoral water resources planning and management in support of sustainable development including the policy dialogue and change process; ability to communicate effectively on water resources and related environmental issues, both in writing and verbally, to specialists as well as non-specialists; and ability to deal effectively with a wide variety of U.S. professionals and Palestinian Authority counterparts at technical and senior management levels on a broad range of complex issues associated with water resources engineering, private sector participation in water utilities and integrated water resources management. PERIOD OF PERFORMANCE: The period of performance for the above services will be for two years from on/about March 2006 to on/about March 2008 with an option for renewal, subject to Mission approval.
