Description
The National Institutes of Health (NIH), Fogarty International Center (FIC) requests to procure a Contractor to participate in Project Management of Disease Control Priorities Project (DCPP). The objective of the DCPP is to produce definitive technical publications to inform national level and global level health policy-making, on the basis of extensive analytical work and consultations with technical experts and policy-makers from around the world. The scope of work of the Project Manager shall be: 1) Maintain databases; a) Maintain data for all DCPP contacts, chapters, and events; b) Maintain data-entry and reporting structures for contacts and chapters; c) Identify, build, and maintain tables and related structures for other relationships among specified data entities; d) Maintain reporting structure for generation of Table of Contents, chapter worksheets, and at-a-glance worksheets and generate reports as needed; e) Build database for demographic, epidemiologic, interventions, and econometric information from varied sources to be used by project; 2) Maintain DCPP Web site; a) Maintain and post content for DCPP Web site; b) Track usage of DCPP Web content; c) Participate as needed in interface with Web-and dissemination-related providers (i.e., National Library of Medicine/PubMed and World Bank Office of the Publisher); d) Act as advisor for FIC liaison with World Bank (EXTOP) and Population Reference Bureau for CHP (DCPP dissemination) Web site; 3) Comprehensive information management tasks; a) Reporting information; b) Capture, organize, and disseminate information on project proceedings and results, as needed; c) Identify and maintain mechanisms for document and other information sharing; d) Provide information technology assistance to project Secretariat, as required; e) Provide assistance to FIC and DCPP staff in accessing and modifying DCPP materials for presentations and other program purposes; 4) Procurement and other administration; a) Maintain DCPP budget projections and other budget-related information and act as advisor to DCPP management on program-related financial management matters; b) Act as DCPP liaison to FIC on budget, administrative, and other program-related matters; c) Complete required paperwork (purchase requests, sole-source justifications, etc.) for contracted DCPP activities; d) Track and report on all DCPP procurement activities as required, including monitoring DCPP contracts for functional and financial performance; e) Oversee administrative aspects of production of DCPP products, including working papers, reprints, and other future products, as required; f) Provide customer service and other project-related assistance to the DCPP community; g) Prepare and track DCPP requests for funding, as required; h) Travel to local and long-distance meetings (at program expense), as required by DCPP management; i) Other reasonable and necessary duties, as assigned by DCPP management. Work will be performed at the NIH Campus, the Population Reference Bureau, the World Bank, and other off-site locations, under arrangements agreed in consultation with DCPP management. This is set aside for small businesses. A statement of work will be attached to the Request for Quote (RFQ) package. Responsible vendors that are capable of providing FIC with this service may request a copy of the RFQ in writing or by FAX to 301-480-4226 to the Contracting Office prior to the closing date of this notice. It is anticipated that RFQ NIH-NIDDK-06-671 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is January 10, 2006. Quotations must be submitted in writing to the National Institute of Diabetes and Digestive and Kidney Diseases 6707 Democracy Blvd., Room 774C, Bethesda, Maryland 20817 Attention: Patricia Haun. Fax quotations must contain offerors names, address, telephone number and fax number. FAX quotations will only be accepted if dated and signed by an authorized company representative.
