Description
Wilson Lake Project Office, Sylvan Grove, Kansas has a requirement for Facilities Clean-Up Services at Lucas Park. This procurement is BEST VALUE, Request for Quotes (RFQ) for Commercial Item/Services and is totally set-aside for small business conc erns. This solicitation contains a base period (2006) plus two option periods (2007 and 2008). The Contractor shall provide all labor, equipment, materials and supplies, and supervision necessary to clean and service the facilities and grounds of the Luc as Park Wilson Lake Project in Russell County Kansas. Services shall be completed as described in this Performance Work Statement (PWS) and elsewhere in the contract. The Contractor shall perform tasks listed in Section C-5. The Contractor shall monitor performance and ensure compliance in accordance with the terms and conditions. The contractor shall obtain and maintain the proper insurance during the period of performance under this contract in accordance with Federal, State and Local law. Proof of insurance shall be provided to the Contracting Officers Representative prior to c ommencement of duties. The base year period of performance runs from 15 April 2006 to 30 September 2006. The period of performance for Option period 1 runs from 15 April 2007 to 30 September 2007. The period of performance for option period 2 runs from 15 April 2008 to 30 Septem ber 2008. The government will award a contract from this request for quotes to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price, experience and past performance considered. For evaluation purposes price, experience and past performance will all be weighted the same. The standard industrial code is 7349. The NAICS code is 561720. All responsible sources may submit an offer, which will be considered by this agency. The Solicitation package s hall be available on or about December 23, 2005. The solicitation will be posted on the Kansas City District website at www.nwk.usace.army.mil. Questions of a technical nature may be addressed to Day Hays at 785-658-2551. OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior to quoting, vendors must complete online the Representations and Certifications. To do so requires CCR Registration, including an MPIN number. Instructions may be obtained, and required information may be e ntered, at http://orca.bpn.gov. One must register on the Kansas City District web site in order to receive any quotations. Bids are due January 27, 2006 no later than 3:00 pm (central standard time). REQUIRED CCR REGISTRATION: Prior to quoting, vendors must be actively registered in the Central Contract Registration (CCR) system, including creation of an MPIN number . Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a quote, a quoter acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause (either 252.204-7004 or 52.204-7) Also, Federal Acquisition Regulation (FAR) requires offerors to provide representations and certifications electronically via the BPN websi te at https:/www.bpn.gov/ocra/vendor as a prerequisite to receiving solicitation, to update the representations and certifications as necessary, but a least annually, to keep them current, accurate and complete, and to make changes that affect only one sol i citation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 52.204-8, whichever is included in the solicitation.
