Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Philadelphia District is issuing this combined synopsis/solicitation for commercial services prepared in accordance with the format at FAR 12.6, as supplemented with the additional in formation included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Requirement: Power wash the tanktops, bulkheads, shell plating, and other components within the confines of the Lower Forward and Aft Voids of the Dredge McFARLAND. The contractor shall tape-off the ladders leading from the Upper Voids to the Lower Voids at the top of the ladders during any pressure-washing operations. The contractor shall ensu re that all workers using the pressure-washer who are subject to the spray generated by the pressure washing are suitably protected. All workers must wear Tyvek suits, hearing protection, eye protection, safety shoes, hardhats and gloves at all times whil e pressure-washing or while in the vicinity of the pressure washer. The tanktops, bulkheads and shell plating in the Voids may contain lead-based paint. The contractor shall strictly adhere to all requirements of the Corps of Engineers Safety and Health Requirements Manual, EM385-1-1. (There is a potential of lead-based paint). All workers performing the pressure-washing shall be protected and monitored in accordance with the requirements listed in this Manual, and in accordance with all applicable Fe deral, State and Local rules and regulations. The contractor shall furnish all necessary labor, material, services and equipment to perform and complete the work listed herein at the Gulfport Mississippi State Dock. The Lower Forward Void consists of the area from Bulkhead 48 to 68, from the Port Shell through the Centerline Void to the Starboard Shell. The Lower Aft Void consists of the area from Bulkhead 68 to 88, from the Port Shell through the Centerline Void to the Starboard Shell. The contractor s hall cover the jetting pumps and motors, jetting pump controllers, jetting valve cylinders, collection valve cylinders, sound powered telephones, main injection piping expansion joints, Double A hydraulic control valves, Hofer valves, all components of the marine sanitation devices and any other pumps, motors, hydraulic cylinders, electrical components and other equipment or machinery that may be damaged as a result of the pressure washing of the aforementioned areas. All of the aforementioned machinery an d components shall be covered with extra-heavy polyethylene sheeting, minimum 6 mil thickness, and taped shut to prevent intrusion of water. Sheeting shall be taped tight against or around aforementioned machinery and components in order to allow maximum open area for cleaning. The contractor is also responsible for ensuring all access hatches leading into the Inner Bottoms/Hopper Door Operating Mechanism Void Space are secured in the closed position. CHECKPOINT  Inform Government Technical Representati ve (GTR) that the Lower Voids are ready for pre-wash survey. Any areas that are found to be unprotected during this survey shall be covered immediately thereafter. Upon successful completion of this inspection, the contractor shall pressure wash the forw ard and aft bulkheads, intermediate bulkheads, port and starboard shell plating, tanktop plating, hopper door sloping bulkheads, the cofferdams under the marine sanitation devices, collection and main injection piping and all other components and vessel st ructure located in the area four feet above the tanktop surface in and around the entire area of the Lower Forward and Aft Voids. NOTE: Approximately 9000 squa re feet of tanktop plating, shell plating, bulkhead plating and other plating shall be cleaned as a part of this work. This figure is inclusive to these items only. In the Lower Forward Void, the stairs leading to the ladder landing platform and the plat form itself shall also be pressure-washed. In the Lower Aft Void, the stairs leading from the Upper Winch Room to the Lower Void, the walkway platform around the Marine Sanitation Devices and the cofferdam area under Marine Sanitation Devices shall be pre ssure-washed. The pressure-washing shall be accomplished using a 2500 psi (minimum) hot water pressure washer; this pressure washer shall be located on the Upper Deck outside the entrance to the Upper Voids. A degreaser suitable for use in a pressure-was her and capable of removing mud, hydraulic fluid, grease and oil shall be furnished by the contractor and used during pressure-washing operations. The contractor shall also apply degreaser to all areas to be pressure-washed 12 hours before pressure-washin g commences in order to aid removal. The contractor is responsible for maintaining the tanktops in the Lower Voids during the performance of the work listed herein, and shall remove and dispose of all fluids and material generated by the power washing in accordance with all applicable Federal, State and local rules, regulations and requirements. The depth of the accumulated fluid must not exceed the height of the access hatches leading into the aforementioned Inner Bottom area. The cost of removing and d isposing of all fluids and material generated by the power washing shall be included herein. CHECKPOINT  Upon removal of all fluids from the Voids, inform GTR that areas are ready for post-cleaning inspection. Immediately address all areas where accumul ated dirt, hydraulic oil or foreign matter is still present. Upon successful completion of this inspection, wipe area dry, remove all sheeting and tape and restore all removals. The contractor shall perform this work during the pier-side tie-up period cu rrently scheduled for 16-29 December 2005. All work is subject to Service Contract Act (SCA) Wage Determination No. 94-2301 Rev (28). Facsimile quotes, on company letterhead, are acceptable and should be sent to the attention of Linda M. Dobbs at 215-656 -6798. The quote must reference Request for Quote No. W912BU-06-T-0005. Quotes are due by 11:30 a.m., 12 December 2005. This is a commercial item action under FAR parts 12 and 13. The NAICS code is 488390 and the small business size standard is $6.0 mi llion. Quotes will be evaluated on the basis of price.
