- Combined Solicitation is being modified to: 1. Change the Model of the Service Monitor that the NPS can provide, when available, for use by the contractor from an IFR-2390 to an IFR-2975. 2. A copy of Clause 52.212-3, Offeror Representations and Certifications - Commercial Items, can be acquired by accessing http://www.acqnet.gov/far. 3. Provide the following additional information: Question: The solicitation title states a conversion of existing radios (meaning existing radios will be modified) but the details state this is a replacement project. Please clarify. Answer: All radio equipment will be replaced with P-25 equipment. Question: Does the existing system utilize the SmartNet protocol or any other type of protocol or standard? Answer: IMR has more than 60 radio systems. Most systems are "stand-alone" conventional VHF systems, and there are a few voting systems. Again, all new systems will be P-25 digital. Some of the systems have, or are tied into dispatch centers. Question: Will replacement equipment items be at the remote sites prior to the arrival of a technician or will the technician have the responsibility to ensure safe delivery of equipment? Answer: The equipment will be at the park. Transportation of the equipment to individual radio sites will be provided by a combination of park staff and the technician. For the majority of projects the park's staff will be available to assist with transportation. Question: Is the technician responsible to transport replaced equipment away from the remote sites? Answer: Yes. Again, the majority of the time park staff will be on hand to assist but the technician would be coordinating the removal of the equipment. Question: If the technician must transport NPS-owned equipment, will the technician or his company be liable for any damage that may occur during transport to/from the sites? Answe: Only if due to negligence.
