- This is a combined synopsis/solicitation, for a commercial item prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement, constitute the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N62473-06-T-3013 is hereby issued as a Request For Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect though Federal Acquisition Circular FAC 97.19 and issued In Accordance With (IAW) FAR Part 13.5 Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) Code for procurement is 541512, the Small Business size standard in millions of dollars is $21M, and DPAS Ratings is S10. The Naval Facilities Southwest, Specialty Center Contracts Core, Port Hueneme, CA has a requirement for the following: Contract Line Item Number (CLIN) 0001, Quantity 2080 hours, Unit Hours, Description: Web Server Administrator to provide support as a fulltime (equivalent to 40 hour work week, 8 hour day and to coincide with core business hours at the Naval Facilities Engineering Service Center (NFESC) NFESC Information Technology (IT) Division for the IT Services Department. The contractor will also provide 24 hour a day on call coverage for after normal work hours, weekends, and Holidays for maintaining web services. The background of this procurement is that the Naval Facilities Engineering Service Center (NFESC) supports for NFESC Internet and Intranet World Wide Web sites. NFESC reports to the Naval Facilities Engineering Command (NAVFAC), and the NFESC Intranet is integrated with the NAVFAC Intranet. The Intranet and Internet sites will be revamped applying portal technology. The office work site is located at the NFESC Port Hueneme, CA. Activities will include participation, as assigned, in all areas described below. The Objective/Scope are as follows: (a). Maintenance and support services for NFESC?s Internet and Intranet Websites as follows: Maintenance, Daily and weekly reviews, backups and site reviews, Quarterly updates, Annual Support and updates, Revisions to content, Overall changes to the structure and site layout, System Files, Installation documents, Documentation and Backup routines, System backups of content and data files, Comply with Section 508 requirements, Conform to Department of Defense Internet and Intranet sites policy (see URL www.defenselink.mil/admin/dod_web_policy_12071998.pdf), Provide on-site support, as requested by NFESC, to ensure timely and quality completion of all tasks, Use NFESC supported web software suite. (b) Support additional initiatives for disseminating information via the web for NFESC including but may not be limited to: Provide the necessary range of services in support of the work tasks to be accomplished, from concept to design and implementation including Project Management, Systems Analysis and Design, Process and Data Modeling, Programming Support, Web Development, Performance Testing, Implementation Services, Effectively use storyboards and use cases to propose substantial changes to the website, and Intranet/Portal designs. The contractor shall provide the following tasks to be performed on CLIN 0001 as follows: The contractor will provide the necessary range of services to complete the work tasks to be accomplished, from conceptualization through deployment of the enterprise Internet and Intranet, and additional Internet and Intranet applications and material. The tasks will include: -Web Server Administration and Management - Install configure Operating System (OS), Install configure IIS, Perform security lockdown of servers according to SANS guidelines, Maintain server and IIS security per direction of Navy Information Awareness Vulnerability Alert (IAVAs) and NFESC Information System Security Manager (ISSM), Configure websites and sub webs to support NFESC needs, Push content from internal development servers to production servers, Analyze and implement Web Server consolidation, Testing and Corrections, Implementation Services, Documentation, Manage a standard for web site design, Analysis, Design, and Specification Development. -Develop and present an annual plan for the maintenance and support of the NFESC Websites, Planning meetings with appropriate individuals. -Monthly Deliverable of the maintenance tasks with descriptions of tasks completed. -Perform quality assurance of the developed, approved Web sites and the associated links and files. -Load, store, maintain, and support the Web site on a NFESC provided and approved server(s). -Content changes as requested by the Web Site Approving Authority. -Review and assess requirements for Intranet/Portal web site. -Support developers in deployment of static websites and applications. -Work with Data Base Administration COTR) for configuration and communication of 2 systems.. -Web Application Development, including integration with a variety of web-based Commercial Off-The-Shelf applications. -Oversight and integration of other NFESC internal or contractor web developer efforts (whether component level or enterprise level) that affect the NFESC/NAVFAC enterprise Intranet and Internet structure. Information assurance will be fundamental to all applications. In many cases it will require development of user identification and authentication capability, including through use of Public Key Infrastructure (PKI) technology in accordance with the Department of Defense PKI implementation. Additionally, the Web Server Administrator will need to be knowledgeable of appropriate firewall configuration changes needed. Additionally, the Web Server Administrator will analyze and recommend web software tools and file/document standards, develop Intranet information architecture, develop and implement performance measures, develop navigation conventions and style/authoring guidelines and templates, establish Internet/Intranet site content and operation, integrate new technologies into the web environment, and screen web content for technical consistency and consistency with OMB/Department of Defense/Navy/NAVFAC policies. A rough breakdown on the expected efforts: -50% Web Server Administration -30% Interfacing with other programmers and web developers, Process Owners, and other users -20% Web Application Development, including integration with a variety of web-based Commercial Off-The-Shelf applications The contractor will provide services described on CLIN 0001 and all applications developed will become property of the government. The period of performance to begin 1 January 2006 and be completed by 31 December 2006. Maximum use of virtual collaboration capabilities such as videoconferencing, e-mail, and the Intranet itself will be used. Proposal shall be submitted on all or none basis. Partial proposals shall be rejected. Quoter/s responding to this announcement shall provide Commercial and Government Entity (CAGE) Code, Tax Identification Number and must be properly registered in the Government?s Central Contractor Registration (CCR). Evaluation Criteria: (a) The government will award a contract resulting from this solicitation to the responsible quoter whose quote confirming to the solicitation will be most advantageous to the government, price and other factors considered: (i) Technical Experience, (1) Companies or individual submitting quote for this work should demonstrate at least 2 of years of experience within the last 4 years in Web Server Administration. Specific experience with Oracle Portal & IIS (Internet Information Server) will be considered a plus, as well as experience with Microsoft system. Quoters shall provide at least three previous customers who have similar work done for us to contact. Our interview with previous customers will be designed to determine Quality of work, Cost control, Timeliness, and Business Relations. (2) Companies or individual submitting a quote on this work must demonstrate that personnel proposed for this project have experience in Network Servers, Microsoft Operation System, IIS,Oracle Portal, LAN knowledge in general also include any certifications the individual may have. (ii) Price will be a factor in the overall determination of a winning bid.
