DESC: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO TERRORISM RESEARCH CENTER, INC. to provide the following item UNDER AUTHORITY OF FAR 6.302. Terrorism Research Center, Inc., 5765-F Burke Centre Parkway, PMB 331, Burke, Va. 22015-2233. Approximate dollar value of the award is $120,000.00. The contract is for Mirror Image Training. This training is an intensive, one-week classroom and field training program, designed to realistically simulate terrorist recruiting, training techniques and operational tactics. This is a total-immersion course that places the student inside a terrorist organization in order to better teach him how to think and operate like a terrorist. This course includes lodging and meals tailored to simulate living as a terrorist cell. The accomodations, sleeping hours, and meals are structured around religious and cultural norms of typical terrorist cells in order to better simulate life as a terrorist and increase the teaching value of time spent at the training command. During the course, participants will receive insight into the mindset and rationale of the terrorist, through hands-on experience with the methods and means they use, and education about the ideologies that motivate them and cultural dimensions that influence their decision making process. In addition the training will provide: (a) Advance firearms training sections i.e. live fire MP-5, M-4, AK-47, Uzi/MAC-10, and FN-FNL, and run through a ?kill house with a AK-47. (b) Students will live in terrorist cells and plot attacks on Government/military targets. They will learn to think like terrorists. (c) Information is highly focused on Iraq and the Al Anbar region in particular, includes in depth case studies on recent terrorist bombings. (d) Includes use of former law enforcement personnel as role players to maximize realism. Instructors are highly qualified-former terrorism specialists within government agencies for Arab terrorism. Most are familiar with the region and have real-world experience. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is 9 December 2005. Interested persons may express their interest and demonstrate their capability, furnishing detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient for the Government to determine that a comparable source is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The government will consider all EOIs received prior to 3 days after date of publication of this synopsis before 4:00 p.m. Pacific Standard Time on that date. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to Regional Contracting Office, USMC, P. O. Box 1609, Oceanside, Ca. 92015-1609 EOIs sent via Federal Express or hand carried must be delivered to Regional Contracting Office ? SW, Bldg. 22180, MCB, Camp Pendleton, Ca. 92055 during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via facsimile to Attn: Miss Beverly Hardy at 760-725-8445/4346. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received.
