- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Proposal No. M67854-06-R-7005." This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This acquisition is a 100% small business set-aside. Offerors responding should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business, veteran owned small business, service disabled veteran owned small business, 8(a) business, or HUBZone. The North American Industry Classification System (NAICS) Code is 541512. Marine Corps Systems Command (MARCORSYSCOM) intends to purchase following Line Items: Specifications: 5 each (ea) Data Distribution Systems (DDS), up to 10 ea optional DDS, and 2 year warranties for quantities accepted by the Government. The Contractor shall furnish items as described in the Statement of Work, Performance Specifications, and Drawings and deliver the initial 5 systems to Marine Corps Logistics Base (MCLB), Albany, GA 31704-5000 by 15 Mar 2006. Date of delivery for optional systems, if option is exercised, will be 30 days after option is exercised. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition. Only those Offerors who can furnish the items that meet all the requirements specified herein will be considered. Award will be made on the basis of lowest price technically acceptable. All Offerors shall complete at Online Representations and Certification Applications (ORCA) at http://orca.bpn.gov/ in accordance with the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with the offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Additional applicable clauses: 52.217-7 Option for Increased Quantity?Separately Priced Line Item (Mar 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. 52.211-14 Notice of Priority Rating for National Defense Use (Sept 1990) Any contract awarded as a result of this solicitation will be ___ DX rated order; _X_ DO rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS) (15 CFR 700), and the Contractor will be required to follow all of the requirements of this regulation. 52.211-15 Defense Priority and Allocation Requirement (Sept 1990) This is a rated order certified for national defense use, and the Contractor shall follow all the requirements of the Defense Priorities and Allocations System regulation (15 CFR 700). Numbered note: 1 Interested parties with the capability of meeting the proposed requirements are requested to provide an e-mail to william.r.waggoner1@usmc.mil expressing their interest and requesting a set of drawings not later than 08 DEC 2005. Company name, address, point of contact (POC) name, POC phone number and POC email should be provided in the email. The email subject line should reference Request for Proposal No. M67854-06-R-7005. No telephonic responses will be accepted. Please refer to the subject RFP number in your proposal and any related correspondence. Proposals are due not later than 1400 (2 p.m. EST) on 20 DEC 2005.
