THIS ALSO MEANS THAT THE OFFEROR DUE DATE HAS BEEN EXTENDED UNTIL JANUARY 12, 2005. ***** Design and Construction Quality Management (DCQM) Services The General Services Administration (GSA) Great Lakes Region announces an opportunity for Design and Construction Quality Manager (DCQM) services for the modernization of the John W. Peck Federal Building in Cincinnati, Ohio. The ten story 785,000 square foot building, located at 550 Main Street, Cincinnati, Ohio, was built in 1964. The estimated cost of construction for the project is approximately $20,000,000 to $30,000,000.The DCQM shall be a member of the project development team during planning and design with an option for the construction phase of the project. The scope of work for the project involves significant repairs and maintenance to the exterior envelope of the building. There will be replacement of the existing windows, curtain wall and the roof of the tenth floor. The limestone facades will be cleaned and tuck pointed and the metal sided penthouse will be stripped and repainted. This project will improve functionality, appearance and energy efficiency of the building. The scope of the DCQM services under this proposed contract include, the base contract Pre-Construction phase Design Quality Management (DQM) services and the option for Construction phase Construction Quality Management (CQM) services. This will be a firm, fixed-price contract. The Design and Construction Quality Manager (DCQM) shall provide a variety of project management services including, but not limited to: pre-planning, programming, design management, design review, procurement support, construction management, commissioning, and post-construction support in cooperation with GSA (owner) personnel, building occupants (as GSA clients), architect-engineers, and construction contractors. The QM is solely responsible for construction means, methods, sequence and procedures used in the construction of the project. The QM does not perform design or actual construction work. All contracts for design and construction will be directly with GSA. The fixed price contract shall include the cost for all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided). Further, the QM shall plan, schedule, coordinate, and oversee performance of all services described in the contract. Small Business Participation: This is a negotiated procurement set-aside for small business concerns. The North American Industry Classification System (NAICS) code is 541490 with a small business size standard of $6.0 million. Small, Women-owned, Minority-owned, HUBZone, Veteran-owned, Small disadvantaged, and Service disabled veteran owned businesses are encouraged to participate. Proposal Submission Requirements: The solicitation package will only be available electronically. It will be available on or about December 5, 2005. The solicitation will not be available on the Fedbizopps website. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. Potential offerors must register on the FedTeDS website to have access to solicitation material. This registration includes providing a Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN).
