Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation for this requirement which falls within the simplified acquisition threshold. The NAICS Code is 561730 and the size standard for this service is $6M. The solicitation reference is H94003-06-T-0003 and is issued as a request for quote (RFQ). This requirement will include a contract line item number (CLIN) for 12 months of grounds maintenance and four 12 month option periods. The contractor shall furnish all labor, tools, parts, materials, facilities and transportation necessary to provide the following: weekly mowing of lawn (using a mulching, gas push mower, rider mowers are prohibited). Grass clippings shall be mulched, or when clippings are not mulched on initial season mowing, they shall be removed. Trash on the lawn or in the flowerbeds shall be removed prior to mowing/mulching. Contractor shall take precautions to prevent scalping, uneven mowing, and cutting by equipment, and damage to trees, shrubs, and sprinkler heads. The contractor shall repair and/or replace damaged turf. Edging shall be done along sidewalks, driveways, curbs, around headstone plaque and other concrete or asphalt edges areas every other mowing. Edging shall include removal of vegetation from cracks in sidewalks, driveways, and curbs. Grass and weeds shall be removed and disposed of immediately after mowing, edging and trimming is performed, and areas shall be swept or blown clean. Grass/weeds shall be trimmed around trees, shrubs, flower beds, buildings, fences, poles, posts, fire hydrants, parking lot bumper blocks, boulders, headstone and other fixed obstacles. Trimming shall be accomplished as required to match surrounding area. Flower beds and other areas shall be trimmed concurrent with mowing. Fertilize, water, edge, trim, eliminate weeds, maintain wood chips and repair or replace damaged plants in shrub & plant beds. All weeds shall be removed or eradicated manually or mechanically but not chemically unless approved by the government. The government will determine when herbicides are needed. Contractor shall provide trees and shrubs, flowers, and sod to replace those lost to any cause including but not limited to insect damage, disease, rot, frost, drought or other causes. Removal of trees, flowers, plants or shrubs requiring replacement must be accomplished within seven (7) workdays and replacement within ten (10) workdays after identification by the government. The Contractor shall notify the government one (1) week day prior to planting trees or shrubs to ensure proper spacing of trees or shrubs. The contractor shall provide a one (1) year warranty for all replacement trees flowers, plants and shrubs. General litter patrol shall be performed in the areas beyond the curb to include parking areas on west side of building and on both sides of the driveway in front of the building, and rear of the facility. Contractor?s policing responsibilities shall include, but not be limited to the removal and disposal of all natural debris, (tree limbs, dry brush, weeds, leaves, dirt accumulation, rodent habitats, dead animals, etc.), and man-made debris. Contractor shall police one (1) day per week. During October-December, fallen leaves shall be removed weekly. At other times leaves shall be raked and removed as necessary to keep the lawn and bed areas free of fallen leaves and branches. The contractor shall dispose of all leaves at an off-site location in accordance with existing local, state and federal regulations. Areas damaged by contractor vehicles, erosion, drought or insect/diseases shall be seeded, sprigged or sodded by the contractor, as directed by the PCO. The contractor shall maintain an effective commercial fertilizer/lime application program for all grounds. Only environmentally safe and California approved fertilizers/lime shall be applied in accordance with the manufacturer?s instructions. Identify and perform pest control as directed by PCO. Treatment of pests shall be in accordance with Federal and California State regulations. Treatments shall be applied by contractor?s California certified personnel. All mixing and storage of pesticides shall be performed off site. Aerate soil on grounds annually or as required to maintain grounds in a healthy state. During the irrigation season, March ? October, all areas shall receive sufficient amounts of water, as necessary to present a uniform green color without browning or barren areas resulting from lack of water. Contractor is responsible for ensuring sprinkler system is adjusted for the appropriate watering periods throughout the year. The government can direct irrigation systems be turned off to conserve water for fire fighting purposes (in which case the contractor must then hand water as required to ensure that all improved grounds receive sufficient amounts of water per week). Hand watering using a large portable water tank, hose bib, hoses, or manually operating an irrigation system may be required at anytime for purposes such as watering isolated spots, watering-in fertilizer, watering areas where there is insufficient sprinkler coverage, areas where the irrigation system is malfunctioning, new sod, etc. It may be necessary to irrigate at other times during the year in addition to what is normally construed to be the growing season, depending on the need for moisture. Precaution shall be taken to cover all the areas and prevent runoff into the streets or drainage ditches, or accumulation of water in low areas. The contractor shall be responsible for the complete management, operation and maintenance of all controllers, sprinklers and irrigation systems. The contractor shall ensure that the systems are in good working and reparable condition at all times. The contractor shall employ a California certified plumber, for all work involving backflow devices. Irrigation lines leading to the pressure relief valves (PRVs) have V-strainers attached with filtering screens that shall be removed, cleared or replaced prior to the start of the irrigation season and as needed thereafter. All irrigation systems in the contractor?s area of responsibility shall be winterized if required. Water leaks or maintenance problems that are not addressed in the PWS are the government?s responsibility. The government retains the right to shut off the timers or main valves for any reason. Only contractor provided combination locks may be used to secure timers, main valves, and electrical voltage boxes. The combinations must be furnished to the government. Grounds maintenance services may include additional mowing, trimming, edging, pruning, shearing and policing of area for agency special events. The contracting officer will notify the contractor as soon as the requirement is known, but no less than 24 hours prior to the event. All maintenance work shall be performed by US citizens who have completed and passed a background check prior to performing work. This requirement will be awarded to the low responsive Small Disadvantaged Business offeror inclusive of options, price and other factors considered.
