Description
The Air Force Laboratory, Directorate of Contracting, Kirtland AFB, New Mexico on behalf of the Phillips Laboratory Space Component Technology Branch, Kirtland AFB, NM intends to a award a sole source contract to Boeing Corporation for all required personnel, equipment and materials to explore novel space-based solar array concepts using quantum dot frequency conversion technology by performing analysis, rapid prototyping and certification through measurements. REQUIREMENTS: This procurement will develop frequency conversion waveguides designed to increase solar cell efficiency by shifting and optimizing the spectrum of the light for photovoltaic solar cells. The Offeror shall be required to design a waveguide/solar cell system to result in high efficiency for AMO solar to electric power conversion. Demonstrate the array-level feasibility of using frequency conversion and determine theoretical efficiency limits for the waveguide/solar cell design. Build prototype of frequency conversion waveguide. Deliver one solar array design, one light conversion feasibility study, and one waveguide within a ten month period of performance. Respondents are required to provide sufficient information concerning their ability to fulfill the above requirements within the ten month period in order for the project office to make a determination that the requirements can be met. A draft program plan as well as the resumes of key personnel must also be included in the response. Responses are limited to a total of fifteen (15) pages including program plan, resumes, attachments, diagrams, etc. Submit responses to Ms. Rinda Kearney, AFRL/PKVV, 2251 Maxwell SE, Kirtland AFB, NM 87117-5773 by 12:00 PM, and Mountain Daylight Time of the closing date of this announcement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date of publication of this synopsis will be considered by Government. A determination by the Government not to compete this proposed action based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Foreign firms are advised they will not be allowed to participate as the prime contractor. Firms responding should indicate if they are a Small Business, a Socially and Economically Disadvantaged Business, an 8(a) Qualified Business or a Woman-owned Business. For the purposes of being considered a Small Business the following applies NAICS Code 541710, Size standard 1,000 employees. The Government reserves the right to set this acquisition aside for small business, SBA 8(a) Program, SDB firms, Historically Black Colleges or universities (HBCU) or Minority Institutions (MI) based upon known sources and/or responses to this synopsis. Firms responding should indicate whether they fall into any of these categories. Any companies falling in the aforementioned categories must submit a Statement of Capability. As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued to those prospective sources who, in the sole judgment of this purchasing activity, have the potential of successfully fulfilling the requirements. All responses from responsible sources will be fully considered. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation. Pursuant to AFARS Clause 5352.201-9101, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, COL JEFFREY E. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
