Description
The U.S. Agency for International Development, Jordan mission (USAID/Jordan) seeks proposals from eligible US organizations that have experience in Water Demand Management to support a new nation-wide program focused on instituting sustainable water demand management by helping to establish the required institutional and regulatory framework in the country. This activity builds on lessons learned and successes from previous work done in Jordan. The purpose of this activity will be to: 1) build the institutional capacity for water demand management in the involved institutions, 2) develop and support enforcement of laws and regulations for efficient water use, and 3) demonstrate selected water demand management initiatives to the public. The proposed new initiative will support Strategic Objective 8 (SO8) ?Enhanced Integrated Water Resources Management? by contributing to IR8.2 ?Optimization of Water Resources Availability and Use? and IR8.3 ?Strengthened Water Policies and Systems. USAID/Jordan anticipates award of a two year base contract with one two year option for Instituting Water Demand Management Program. The exercise of the option years are subject to demonstrated success during the base contract period based on an evaluation of the work implemented by the contractor. The estimated amount of the contract is betwwen $7.4m-$9.4m. One contractor will be awarded the entire project. USAID encourages the involvement of various US water utilities that have implemented similar activities in the implementation of the scope of this project. Additionally we encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns and women-owned small business concerns in this activity as the prime contractor or as subcontractors in accordance with Part 19 of the FAR. USAID reserves the right to cancel the project with written notice to the firms responding to this announcement. The RFP will be posted in the FEDBIZOPPS web page (i.e.,www.fbo.gov) not less than 15 days after this notice is issued. In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. Requests for other copies of the RFP will be disregarded without notice to the requestor.
