Description
The United States Department of Agriculture (USDA), Animal Plant & Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) Riverdale, MD, has a requirement for a contractor to design and deliver a Technical Workshop for Plant Protection and Quarantine (PPQ) identifiers using the following equipment: 1. Hardware; a) Nikon SMZ-1500 stereo microscope; b) Nikon Eclipse 80i microscope; c) Nikon Digital Sight Camera DS-5M-L1; d) Nikon DXM-1200 Camera; e) Dell PC Workstations; f) Chiu Ring lights; g) Fostek Fiber Optics; h) Xerox Phaser Printers; i) Nikon Coolpix 4800 Cameras. 2. Software; a)Windows XP Pro; b) ACT-1 Software; c) Adobe Photoshop Elements 3; d) Lotus Notes (e-mail and Sametime); e) Adobe Acrobat. Workshop shall consist of five (5) days; two (2) travel days and three (3) training days, anticipate delivery of four (4) technical workshops, of approximately 25 individuals each, at one location to be determined by the government, in May, June, July and August of calendar year 2006. Learning goals of the workshop are as follows: 1. How to effectively use the microscopes, cameras, printers and software as a complete identifier work environment. 2. The parts of the microscopes and the cameras, and understand how each plays a part towards optimizing viewing and imaging quality; 3. How to standardize and optimize the quality of digital images; 4. How to use the editing software, and of its functions and limitations (including ethical use of editing tools); 5. How to optimize images for electronic submission, web-based applications, presentation, and printed materials; 6. How to incorporate each of the components of the worksite configuration into an efficient workflow. Government will provide a) All configurations for training; b) Venue for training; c) Handheld cameras; d) Specimens for examination in practicals. Contractor will provide: a) Curriculum; b) Lectures; c) Handouts or other learning aids deemed appropriate; d) Instructor (s) names and resumes. NAICS Code 611430. QUOTATIONS ARE DUE DECEMBER 19, 2005 BY 10:00 a.m.local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNPOSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and written solicitation will not be issued, This solicitation document incorporates provision and clauses which are in effect through Federal Acquisition Circular 04-05. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. This will be a fixed price contact. Five payments will be made upon completion of each of the following deliverables: 1. Within 30 days of the award of the contract, the contractor will make a site visit to review PPQ-specific identifier working environment, and will submit any handouts, a course outline, statement of approach, and resume(s) of all instructional personnel to the federal government. Revisions, if necessary, will be returned to the federal government within 2 weeks; 2. One three-day course (May); 3. One three-day course (June); 4. One three-day course (July; 5. One three-day course (August). All responsible offerors may submit a quotation for consideration. Offers have to include tax payer identification number____________________________DUNS number____________________and business size. Award will be made to the responsible offeror who meets all above criteria and provides the best value to the government.
