Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Laboratory of Cell Biology (LCB), plans to procure on a sole-source basis an FEI TitanBio Automated 3D Molecular Imaging System with FEI Company 5350 NE Dawson Creek Drive, Hillsboro, Oregon 97124. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. The NCI has a need for advanced tools for high resolution imaging applications in nanobiology, which include fully automated tools for 2-Dimensional and 3-Dimensional imaging of nanoparticles, molecular complexes, cells and healthy and diseased tissues. The NCI believes the FEI TitanBio Automated 3D Molecular Imaging System provides the necessary technological platform to achieve this goal. The availability of this system is expected to significantly accelerate advances in NCI on imaging at molecular and atomic resolution. Applications that are envisaged include: (i) imaging of multi-protein complexes, receptor-antibody complexes and molecular machines involved in cellular metabolism of healthy and diseased cells (ii) imaging of whole, cells, subcellular organelles, viruses and signaling networks at resolutions high enough to map the 3D organization at molecular resolution and (iii) structural analysis from nanoparticle delivery systems such as those based on liposomes, dendrimers, gold nanoshells, quantum dots and fullerenes, and their cellular localization in healthy and diseased tissue. The FEI TitanBio Automated 3D Molecular Imaging System must have an electron optical design that is similar to or better than that demonstrated with the FEI Titan system, and must have automated multi-specimen loading system that can operate at cryogenic temperatures, and enhanced contrast as required for low-dose imaging applications. It is essential that the system be capable of operation 7 days a week, 24 hours a day with minimal interruption for maintenance purposes. The FEI TitanBio Automated 3D Molecular Imaging System must also be fully compatible with existing infrastructure at NCI for high resolution electron microscopic imaging. FEI Company is the only manufacturer known that can provide the aforementioned system. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office by 1:00 PM EST on December 15, 2005. It is the vendor?s responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
