- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This incorporates provisions and clauses are those in effect through Federal Acquisition Circular 06. NAICS code 541690 and small business size standard of $6.5 million. FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders also applies to this requirement. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to the Constella Group, LLC. Constella will provide statistical support for the Center for Mental Health Research on AIDS (CMHRA), consisting of advice on statistical issues related to experimental design, power and sample size calculations, management of data for statistical analyses, data analyses, development of statistical methods specifically needed for appropriate analysis of data of interest to CMHRA, interpretation of results of data analyses, preparation of written descriptions of data analysis methods and results for publications and reports, and preparation of manuscripts for publication of novel statistical methods or applications developed for CMHRA. When carrying out the various statistical analyses, Constella will use (in consultation with the CMHRA) a variety of statistical procedures, which may include, but may not be limited to, fixed-, random-, and mixed-effect analysis of variance, general linear models, logistic regression and other categorical analysis methods, factor analysis and other multivariate techniques, Bayesian methods, and methods developed specifically for the analysis of NIMH data. Specifically, the primary aim of this contract is for Constella to analyze (in consultation with CMHRA) the data from the NIMH supported study PACTG 188: ?Neurodevelopmental evaluation of HIV Seropositive and Seronegative Children?. The data from PACTG 188 will be provided by NIMH. The objectives of the study are to compare neurobehavioral development of children perinatally infected with HIV to uninfected children born to HIV+ mothers as well as a non HIV-exposed control group. In addition, the second objective is to identify in the group with HIV-infection, those infants and children that have a divergent level of profile of functioning, and to determine both behavioral and medical predictors for such a natural history. Finally, the NIMH wants to see whether it is possible on basis of the data, using a form of item analysis, to establish a shortened assessment that would be highly sensitive to changes in the normal neurobehavioral development and that were prognostic for a worse outcome. An award to any other source would affect the NIH?s prior and current research under protocols. Constella has been involved with the NIMH AIDS program since 1986. Constella has also performed a similar analysis of data under a larger R&D contract. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
