The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below I. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Senior Advisor/Training Coordinator (TC) reports to the Division Chief for Europe and Asia, Office of Civilian Police and Rule of Law (CIVPOL office), Bureau for International Narcotics and Law Enforcement Affairs (INL), U.S. Department of State and manages all aspects of training for civilian police and criminal justice professionals deploying to peacekeeping missions through programs managed by the CIVPOL office. The CIVPOL office currently manages programs in Iraq, Afghanistan, Kosovo, Haiti, Liberia, East Timor, Serbia & Montenegro and Sudan. However the number and location of programs are subject to change. The TC must oversee pre-deployment training currently being conducted by three INL CIVPOL contractors ? Dyncorp International (DI), Civilian Police International (CPI) and Pacific Architects and Engineers/Homeland Security Corporation (PAE/HSC). The TC is responsible for ensuring that training meets the needs of the missions. Background The CIVPOL office manages civilian police and criminal justice programs in post-conflict locations throughout the world for the Department of State. Police officers and law enforcement and criminal justice experts are deployed to these locations to serve as part of international peacekeeping efforts. Because the U.S. does not have a national police force from which to draw personnel, the CIVPOL office has contracts with private contractors (currently DI, CPI and PAE/HSC as noted above) to recruit, select, train, equip, deploy and support the officers and experts. An approximately 10-day pre-deployment training course has been developed by the incumbent which includes, but is not limited to: (1) final selection activities (physical fitness and agility tests, firearms tests, driving tests, psychological testing and evaluation and management oral boards), (2) classroom training addressing topics ranging from healthy lifestyles in these challenging mission environments to history and culture of the deployment region to human rights and trafficking in persons to expatriate taxation issues and (3) practical training such as defensive tactics, first aid and team building exercises. It is the responsibility of the TC to work with INL program managers and the contractors to schedule training, ensure that it is conducted efficiently, professionally and in a timely manner and is revised and updated as necessary. The CIVPOL office may also be involved in establishing a ready roster of rapidly deployable CIVPOL as well as building foreign capacity to provide quality CIVPOL. As these programs are developed and implemented, the TC will be responsible for developing and implementing appropriate training. Level of Effort The position is full-time, with a minimum of 40 hours per week. During training classes, weekend and evening work will be required. Relationships The TC will report to Division Chief for Europe and Asia, Office of Civilian Police and Rule of Law (CIVPOL office), Bureau for International Narcotics and Law Enforcement Affairs (INL), U.S. Department of State. Travel and Position Location The position is located in Washington, D.C. The TC is required to stay on-site full time during training courses. Currently, training courses are being conducted in Fredericksburg, VA and in Leesburg, VA. Occasional domestic and international travel is also required. Position Elements Assess and update as necessary the training curriculum for pre-deployment training of U.S. CIVPOL ensuring that training is mission appropriate. Schedule pre-deployment training with INL program officers and relevant contractors. Working closely with INL program officers and contractors, develop schedule for training, determine appropriate, qualified instructors for training classes (along with fallback options) and contact Department of State (DOS) instructors to schedule their particular classes. Manage and direct training with program officers and contractors (numbers, schedules, other training issues). Run training classes and handle on-site training issues. Monitor classes while in session for relevance and quality. While class is in session, send daily reports concerning officers dropped from the course and the reasons therefore to program officers. Email a weekly training report to the CIVPOL office. Coordinate assembly of diplomatic passport packages and conduct passport brief (currently only for Iraq class). Maintain training files. Coordinate Management Oral Boards (MOBs), including conducting briefing and debriefing and participating. For UN missions, ensure that UN requirements are met, including sending the UN a list (spreadsheet and CVs) of deploying officers 30 days out. Design new training programs as needed, for deploying CIVPOL and criminal justice sector participants, and as necessary, for development of the ready roster and for developing capacity of foreign CIVPOL. Review and update training SOW as needed. Stay abreast of current professional training issues. Proactively work with contractors and state certification boards to obtain certification for INL training to count toward officers? state training/certification requirements. Serve as an advisor to program managers with respect to broad range of law enforcement issues, including appropriate equipment for CIVPOL officers, disciplinary matters, and any other issues based on the TC?s professional law enforcement and training experience. Participate in CIVPOL Office meetings. Other duties as requested and assigned by the CIVPOL Office Director and/or the Division Chief for Europe and Asia. II. Minimum Requirements U.S. Citizenship. At least 2 years experience managing police training programs. At least 5 years experience in a broad spectrum of police training, to include curriculum development and training program implementation. Ability to obtain DOS-approved security clearance at the secret level. III. Preferred Requirements Experience managing large-scale police training programs. Comprehensive understanding of professionally accepted police training programs. Demonstrated ability to implement new training programs. Extensive contacts with state, local and federal training managers and curricula experts. Experience in U.S. domestic law enforcement. Experience as a CIVPOL officer or knowledge of CIVPOL operations and challenges of being a CIVPOL officer. Experience working with the UN or other international organizations. Excellent oral and written English communication skills. Knowledge of police development and reform in an international environment. B.A. or Master?s level degree in education/education theory or related field. Special Instructions to Offerors Offerors are required to specifically address their qualifications, experience, knowledge and expertise in the following areas: Developing, implementing and managing all aspects of a police training program. Extent and nature of contacts with other training experts. CIVPOL operations and challenges of being a CIVPOL officer. Police development and reform in an international environment. Offerors are instructed to include a writing sample. IV. Evaluation Criteria Experience managing large-scale police training programs. (40 points) o Demonstrated ability to implement new training programs. o Ability to manage complex programs and to effectively make recommendations. o Ability to prepare budgets. o Experience in curriculum development and training program implementation. o Comprehensive understanding of professionally accepted police training programs, requirements and refresher courses. o Ability to evaluate program effectiveness. Demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in writing, to a diverse audience including senior domestic and foreign officials. (20 points) Ability to establish and manage priorities. (15 points) Offeror?s demonstrated familiarity with the UN, OSCE, and other related or similar international organizations. (10 points) Experience in U.S. domestic law enforcement. (5 points) Experience as a CIVPOL officer or knowledge of CIVPOL operations and challenges of being a CIVPOL officer. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
