- THIS IS A REQUEST FOR INFORMATION ONLY (RFI/SOURCES SOUGHT) AND NOT A SOLICITATION. The Sources Sought is issued for the purpose of determining if there are at least three (3) responsible Small Business concerns capable of meeting the requirement. Interested firms should also reference their 8(a), HUBZone, service-disability veteran-owned status and their American/Alaskan Native Company (ANC) status. The Government intends to use NAICS: 238210, Telecommunications Equipment and Wiring Installation, $12M Size Standard. The Department of State has a requirement to procure comprehensive telecommunications network services, to include cable and conduit installation and repair, for Classified and Unclassified Government and Non-Government facilities. Services will consist of, but are not limited to the following: Assist Agency in determining the capability, capacity, and limitations of existing network infrastructure and components; recommend applicable network infrastructure enhancements to improve network operational capabilities and/or network efficiency; provide network infrastructure design and support services and create as-built drawings; install, test, and certify cabling and conduit systems for classified and unclassified telecommunications and local area networks i.e., voice, data, video and audio networks (Reference TIA/EIA s68A and BICSI TDM); furnish, install, and configure support structures and components needed for end-to-end network operations, i.e., cable tray, equipment racks, cabinets, plywood backboards, blocks, patch panels, jacks, outlets, patch cords, labels, tie wraps, d-rings, j-hooks, etc. (Reference TIA/EIA 569); and to install, test, and certify cabling and conduit systems associated with electrical power distribution. (Reference NFPA 70 (NEC). The successful offeror must provide BICSI Certified Technicians and a BICSI Registered Communications Designer (RCDD) on staff to support all project requirements. Foreign travel may be required and employees expected to travel will require a Top Secret security clearance prior to departure. In addition, the successful offeror shall possess a Top Secret facility clearance at time of award and all personnel performing under the prospective contract shall have a Top Secret clearance. Interested Small Business concerns shall e-mail or fax a brief capability statement, signed by a corporate official with authority to bind the company and verify that the company meets the above requirements. The capability statement shall not exceed five (5) pages, and must describe the company?s ability to meet the above technical and security requirements.
