- Description
- The Air Force Material Command, Air Force Research Laboratory, Munitions Directorate, Eglin AFB, FL contemplates a follow-on Firm-Fixed Price modification to contract FA8651-05-C-0093 using the Acquisition for Experimental and Testing Purposes (AETP) authority under 10 U.S.C. 2373(c). Modification value is estimated at $1.8M. The primary objective is to continue research and development of the Advanced Energetics Detection System. The NAICS code is 541710. This requirement is for 2 new and 12 refurbished Fido hand-held explosives detectors, along with 4 sampling systems and sufficient expendables (sensing and sampling media), training, and on-site support to conduct the Cargo Screening (CS) Advanced Concept Technology Demonstration (ACTD) Military Utility Assessment (MUA) in July, 06 at Travis AFB, CA. This capability shall meet the requirements and support the Concept of Operations of the CS ACTD to non-invasively screen cargo for small amounts of explosives prior to loading onto aircraft, with minimum impact to current aerial port operations and throughput. Focus is to provide Air Mobility Command aerial ports with a handheld capability to screen incoming cargo in a manner that has minimal impact to current operations, and that can also be deployed to other locations. This capability shall be based on Amplifying Fluorescent Polymer (AFP) technology developed by MIT and licensed to Nomadics, Inc. The system shall have the capability to detect TNT, RDX, and PETN explosives concealed in incoming cargo in the vapor phase with a minimum 80% probability of detection with less than 5% false alarms. The system shall not require any physical contact (swiping/wiping) with the cargo, and shall be able to screen up to 10 skids of cargo in 6 minutes in temperatures ranging from 32 degrees to 100 degrees fahrenheit. The total system including sampler and batteries shall be capable of being operated by one person, shall weigh 20 pounds or less, and be capable of operating for 4 hours on a single charge. The handheld Fido detector shall be capable of operating independently in a direct sampling mode and weigh 4 pounds or less. The offeror shall be required to upgrade the 12 Fido detectors currently owned by the Government, procured under current contract, to the final configuration and deliver 2 new detectors. The offeror shall also deliver 4 sampling systems and sufficient sampling media and AFB-based detection media to support a 2-month MUA at Travis AFB, CA. The offeror shall also provide up to one week of training and training material, and on-site support of the systems during the MUA. Following the MUA, the systems will be used by the Government as residual assets for an extended user evaluation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit statements of capability demonstrating their experience in detecting TNT, RDX, and PETN explosives.
