Description
This announcement constitutes a Sources Sought Synopsis for the Air Force Medical Operational Agency (AFMOA/SGPE), Surgeon General Environmental and Occupational Health Division. The following information is provided to assist the Air Force in conducting Market Research of Industry to identify potential contractors for this effort. The AFDW/A7KM is contemplating a single-award contract for these services. The contract period shall consist of a base period from date of award through 12 months, and four 12-month option periods for renewal at the discretion of the Government. The primary place of performance is AFMOA/SGPE, Bldg 5681, 110 Luke Avenue, Bolling AFB, Washington, D.C. 20032. Additional locations may include other Department of Defense (DoD) and non-DoD installations CONUS. All contractor personnel assigned to this effort will be required to have a Secret Security Clearance at the start of period of performance. Contractor personnel assigned to this contract must maintain the required clearance level for the duration of this effort. Specific security requirements will be identified in the DD Form 254, Department of Defense Contract Security Classification Specification. The contractor will be responsible for providing personnel with subject matter expertise in a variety of scientific/specialty casualty prevention and Medical Chemical, Biological, Radiological, and Nuclear (CBRN) support topics along with occupational and environmental health (OEH) issues, that crosscut all medical Force Health Protection (FHP) issues. The Government is looking for a contractor able to meet objectives in the following areas: reviewing/commenting on program studies, drafting position papers, preparing briefings, reviewing funding profiles, reviewing procurement schedules, and analyzing programs for enhancement. Contractor personnel assigned to this contract must keep current on issues associated with AFMOA requirements. In addition, contractor personnel assigned must have a thorough understanding of Air Force medical group organizations and business processes, to ensure that required functions and solutions meet current and projected requirements. The contractor must also have applicable expertise in government program management disciplines. This support will assist AFMOA during Air Force requirement development, acquisition review, and DoD Planning, Programming and Budgeting System requirements review. The Government does not intend to make an award on the basis of this Sources Sought Synopsis or otherwise pay for the information solicited herein. Copies of the submitted information will be forwarded to the Air Force Medical Operational Agency (AFMOA/SGPE), Medical Information Systems Technology Branch, for review. A Request for Proposal (RFP) may be issued on or about 19 Jan 2006. The anticipated date for receipt of proposals will be on or about 16 Feb 2006. The anticipated contract award date is 29 Mar 2006. A DRAFT performance-based work statement (PWS) is included with this announcement.
