- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Far Part 13, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitati on; offers are being requested and a written solicitation will not be issued. Solicitation W911SA-06-T-0004 is issued as a request for quotation (RFQ). This solicitation is small business set-aside under NAICS 325181 with the small business size standard of 1000 employees. Contract will be written for Base year plus four one-year options periods. The Department of the Army, Directorate of Support Services located at Fort McCoy, WI is seeking concerns to provide: CLIN 0001, 1001, 2001,3001 and 4001 Quantity NTE 4500 gallons per CLIN Purchase Sodium hypochlorite 13% solution, Delivered bulk, technical grade sodium hypochlorite used for Drinking Water Treatment. Color: greenish liquid. CLIN 0002, 1002, 2002, 3002 and 4002 Quantity NTE 1500 gallons per CLIN Purchase Caustic Soda 50% solution, Delivered bulk, technical grade caustic soda. CLINS 0001 through 0002 from base period 1 January 2006 through 30 Sept 2006, CLINS 1001 through 1002 for option period 01 Oct 2006 through 30 Sept 2007. CLINS 2001 through 2002 for option period 01 Oct 2007 through 30 Sept 2008 and CLINS 3001 through 300 2 for option period 01 Oct 2008 through 30 Sept 2009, CLINS 4001 through 4002 for option period 01 Oct 2009 through 30 September 2010. The quantities provided per CLIN are estimates only; these quantities per CLIN may not be exceeded without prior approval from the Contracting Officer; the government is not obligated to order the estimated quantities provided per CLIN. The selected contractor must be able to deliver bulk chemical supplies to various utility sites at Fort McCoy. The deliveries are to be deposited in government containers in bldgs 5014, 5021 and 7061. Volumes of chemical deliveries may vary from 30 to 35 0 gallons for caustic soda and from 40 to 160 gallons for sodium hypochlorite each call. An estimated six-ten deliveries may be required each year totaling approximately 3000-4500 gallons of sodium hypochlorite and approximately 100-1500 gallons of causti c soda. Storage containers are located inside of buildings and access is through a standard doorway. Contractors shall provide proof of the volume of all deliveries e.g. by metered pump. The contractor shall provide timely delivery (within one week) and have necessary equipment to deliver and deposit chemicals in government containers with care taken to prevent spills and other environmental concerns. Contractors price shall include all freight, delivery and other surcharges. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-06. In accordance with FAR 39.106, the contractor shall ensure the offered product and all information technology (IT) contained therein shall be Year 2000 Compliant. PARTIES INTERESTED IN RESPONDING TO THIS RFQ may submit their quote in accordance with standard commercial practice (i.e. quote form, letterhead, etc.) and MUST INCLUDE THE FOLLOWING INFORMATION: Solicitation number; (W911SA-06-T-0004) offerors complete m ailing and remittance addresses; unit prices, extended total prices per CLIN, and grand total for all items; past performance information as described below; discount terms, DUNS number and Tax Identification Number. Past performance information: In order for the government to evaluate offers in accordance with clause 52.212-2, offerors MUST SUBMIT no less than the following past performance information for two similar (size and scope) contracts performed in the past three years: a) Organization who the contract was with and point of contact (name and telephone number). If a Federal government contract, provide contract number and type of contract. b) Dollar value of the contract. c) Period of performance (beginning and ending dates). d) Description of the work performed under the contract. e) Statement concerning how your work under the prior contract is similar to that required under this contract. In accordance with 52.232-18, FY06 funds are not presently available for this contract.
