Description
The U.S. Military Academy, West Point, New York is conducting a market survey to ascertain the availability of any commercial firms within a 100 MILE RADIUS OF WEST POINT, NEW YORK that might be able to meet current and projected workload requirement s for the U.S. Military Academy laundry and dry cleaning service needs. The objective of this synopsis is to identify business sources who can provide all plant, facilities, labor, equipment, tools, materials, transportation, and supervision necessary to coordinate, plan and perform Contractor Owned Contractor Operated (COCO) pick-up and delivery of a variety of articles to include, but not limited to: Organizational Bulk Work, Hospital Medical Treatment Work, Individual Piece Rate (IPR), Cash Per Bundle, and Cadet Payroll Deduction. Estimated workload is 3,540,908 pieces per year. This consists of a mix of laundry and dry cleaning articles. Approximately 240,000 pieces are hospital items and approximately 158,839 are dry clean items. Cadet laundry ave rages approximately 30 pieces (per cadet per week) of which approximately 9 pieces may require starching and pressing. The cadet dry cleaning bundle averages approximately 7 pieces to be cleaned and finished. Cadet usage is 61.8%, Organization is 36.2%, and Individual is 2%. All cadet work is required to be picked up and delivered; regiments picked up on Monday and Tuesday must be delivered on Thursday and Friday. Regiments picked up on Wednesday and Thursday must be delivered on Friday and Monday. It ems consist of tablecloths, sheets, pillowcases, tshirts, sweat shits, white uniform items, fatigues, mesh bag items (items processed in mesh bag without being individually touched), bathrobes, belts, collars, etc. Unlimited services to the Corps of Cadet s include: wash and tumble service for mesh bag items; starching and pressing of India coat, white trousers, collars, cuffs and belts; starching and steam finish of white shirts; starch and press cadet BDUs est qty 111,078; dry clean and press all gray tr ousers; dry clean and steam finish all gray coat items and class shirts; and process all cadet civilian clothes in accordance with care label. Organizational laundry and dry cleaning activities are charged per piece bulk rates. Be advised that the US Mil itary Academy Preparatory School will relocate to USMA and once relocated will be included in the COCO requirement, however, the associated workload is not known nor included in the preceding figures. The NAICS code is 812332 and the small business size s tandard is $12 million. This announcement is market research for information and planning purposes only. The Government does not intend to award a contract based on this Sources Sought announcement. This market research does not constitute a request for proposal and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any costs incurred for their participation in this market survey. Interested parties having the capability to provide the above COCO services are requested to notify the Contracting Office within 3 calendar days from this publication. All interested parties must ensure that their response is complete and sufficiently detailed to allow the government to determine the firms capability to perform this requirement. The response is required to indicate the name and address of the company and a point of contract to include telephone number as well as complete capability information. Capability information to include current usage of plant and excess capacity as well as location and size of plant, average number of pounds of laundry processed yearly, size, number, and type of washers: size, number, and type of dryers; dry cleaning capability, size of dry cleaning operation, number and type of d ry cleaning machines; pressing capability, number of shirt and pant units.
